Your Excellency,
I have the honour to inform Your Excellency that the Government of the Kingdom of Norway is prepared to conclude with the Government of the Republic of the Philippines an Agreement which shall constitute an Addendum to the Agreement, dated 31 March 1987, regarding the Philippine Coastal Fleet Renewal Project. It is proposed that the Agreement be worded as follows:
"The Government of the Kingdom of Norway shall, in addition to the Grant of NOK 6.000.000, referred to in the aforesaid Agreement, subject to the terms and conditions stipulated therein and subject to Parliamentary appropriations, within the limit of NOK 2.000.000 (tw.omillion) commission a firm of Consultants to perform the following services:
- Assistance to MARINA with regard to enactment and application of national and international rules and regulations on maritime safety. Planning of a division to handle safety matters, including the subdivision in sections with stipulation of manpower requirements.
- Assistance in establishing procedures and routines to be followed by the new safety division.
- Training of personnel."
If the foregoing proposal is acceptable to the Government of the Republic of the Philippines, I have the honour to suggest that the present note, together with Your Excellency's reply to that effect, should be regarded as constituting an Addendum to the Agreement, dated 31 March 1987, between our two Governments regarding the Philippine Coastal Fleet Renewal Project.
