PROGRAM OF CULTURAL EXCHANGES BETWEEN THE REPUBLIC OF THE PHILIPPINES AND THE UNION OF SOVIET SOCIALIST REPUBLICS FOR 1987 - 1988

The Government of the Republic of the Philippines and the Government of the Union of Soviet Socialist Republic

Acting in conformity with the Agreement of Cultural Cooperation between the two countries signed in Moscow on July 7, 1978 on the basis of mutual respect for the principles of sovereignty, equality and non-interference in each other' s internal affairs and in conformity with the laws, rules arid regulations in force in their respective countries;

Desirous of enhancing the cultural lies and friendly relations existing between their people and of sharing the rich cultural heritage of each other;

Recognizing the need for greater appreciation and understanding of each other's culture, and need to communicate significant developments in the various fields of culture, art and literature;

Have agreed to undertake the following Program of Cultural Exchanges tor the year 1987 - 1988:

PROGRAM

1. The Two Sides agree to encourage the realization of program of exchanges in all disciplines.

2. The Soviet Side will send and the Philippine Side will receive a ballet group from one of the Soviet Union Republics, 12 persons for 10 days, 1988.

3. The Soviet Side will send and the Philippine Side will receive one male and one female lead ballet dancers to perform with Philippine artists, for 8 days, October, 1988.

4. The Philippine Side will send and the Soviet Side will receive a dance company of 25 persons to perform Philippine contemporary dances in 3 or k Soviet cities, for 20 days, late May - June, 1988.

5. The Soviet Side will send and the Philippine Side will receive an artistic exhibition, for 10 days, accompanied by one person, for 14 days, January - March, 1988.

6. The Philippine Side will send and the Soviet Side will receive the directors/representatives of CCP and National Museums for the familiarization with the management and operation of Soviet Museum and for itiu tual consultations, 2 persons, for 14 days, June, 1988.

7. The Soviet Side (The Union of Soviet Composers) will send and the Philippine Side will receive a delegation of composers, 3 persons, for 10 days, in I987 to conduct lectures and interact with Filipi no composers.

8. The Philipplne Side will send and the Soviet Side will receive films and a delegation of cinematographists to make arrangements for a Phi lippine film week in the USSR, 3 persons, for 10 days, September, 1987 and one fi1m critic to participate in the XV International Film Festival in Moscow, 12 days, July, 1987.

9. The Soviet Side will send and the Philippine Side will receive films and a delegation of cinematographists for the holding of a Soviet film week c ommemorat ing the "0th Anniversar; of the fire a October Socialis Revolution, 3 persons , for 10 days, 1987.

10. The Soviet Side will send and the Philippine Side will receive a chamber music ensemble to participate in the arrangement dedicated to the 10th Anniversary of the Soviet-Philippine Intergovernmental Agreement of Cultural Cooperation 5 persons (pianist included), for 14 days, July, 1988.

11. The Philippine Side will send and the Soviet Side (The Urii.or of Sovlet Composers) will receive a delegation of conduc tor and composers, 3 persons, for 10 days, March - May, 1988.

12. The Philippine Side will send and the Soviet. Side will receive an exhibi ti on of works of modem Philippine artists, for, 20 days accompanied by two persons, for 25 days, June, 1988.

13. The Soviet Side will send and ihe Philippine Side wil1 receive specialists for staging the ballet "GAYANE" at the Cultural Center of the Philippines, 3 persons, for 30 days, September-October, 1988.

14. The Philippine Side will send and the Soviet Side will receive films and a delegation of cinematographists to the X International Film Festival in Tashkent, 3 persons, for 7 days, May - June, 1988.

15. The State Library of the USSR named after V.I . Lenin and the National Library of the Philippines will expand cooperation and will develop ties relating to international book exchange and subscript ion as well as exchanges of book exhibits and specialists in 1ibrary science.

16. It The Institute of Oriental Studies of the USSR Academy of Science will send and the National Historical Institute of the Philippines will receive 2 scholars for 2 months to conduct work on the agreed subjects in 1987.

17. The Philippine Side ( the National Historica1 Institute of the Philippine) will send and the Soviet Side (the USSR Ministry of Culture) will receive 2 Philippine scholars to research on the experience of conservation, preservation and restoration of historical structures and memorabilia in 1988 (for two months).

18. The Philippine Side will send and the Soviet Side will receive during 1987 - 1988, persons for complete study courses in the higher educational establish and persons for post" graduate scholarships and 5 for scientific-pedagogic practices. The candidates to he sent for studies in those fields be prepared accordingly. (Processing of applications should be made through the Department of Foreign Affairs)

19. The Soviet Side (The USSR Ministry of Higher, Specialized Secondary Education) will send and the Philippine Side will receive in 1987 and 1988 two professors of Russian language to teach at government educational institutions.
The Soviet Side express readiness to receicive Philippine students and professors for different prohabitionary periods on the Russian language.

20. The Two Sides will promote the exchange of TV and Radio Programs on Liie life of the USSR and the Philippine peoples.

21. The Two Sides will promote the signing of an agreement on cooperation in the fields of TV and Radio broadcasting between the USSR State Committee for TV and Radio and the National TV and Radio of the Philippines.

22. The Soviet Side will send an.d th e Philippine Side will receive TV film crew to make films about the Philippine modern life, 2 persons for 20 days, 1988.

23. The Two Sides will promote strengthening and development of contacts oetween specialists of both countries in the fields of book editing/publishing houses and encourage the exchange between the representatives of publishing houses and book trading organizations on a reciprocal basis for familiarization with the organization book-publishing, raising the qualification of translators and making preparations for joint publications

24. The Two Sides will promote closer professional cooperation between the TASS and PIA and other mass media of the Philippines.

25. The Two Sides will encourage the exchange of sport teams, coaches and specialists in the fields of physical culture and sports on the basis of the agreement between the sports organizations of both countries, coursed through the Department of Foreign Affairs.

26. The Two Sides will render assistance in the development of ties between capitals of both states: Moscow and Metropolitan Manila as well as between Kislovodsk and Baguio City.

GENERAL TERMS

27. The present program does not rule out any additional arrangement in the fields of cultural exchanges which may be carried out. accordingly in separate mutual agreements.

28. Except in cases where other arrangements are agreed upon, the above mentioned exchanges will be carried out on the following financial conditions:
a) The sending side will bear round-trip expenses of its own companies, delegations and individual participants;
b) The receiving side will bear stay expenses of companies, delegations and individual participants of the sending country in the above-mentioned exchanges, including accomodations, meals and transpotations;
c) The receiving side will provide the participants of the sending with free medical services in case of illness and accident, excluding the treatment of chronic diseases and sophisticated dental treatment.
