MEMORANDUM OF AGREEMENT BETWEEN THE PHILIPPINES AND CHINA ON THE RICE PRODUCTION AND EXTENSION PROJECTS FOR 1967

REPUBLIC OF CHINA

(TAIWAN)

Rice Production and Extension Projects

Memorandum of agreement signed at Quezon City, Philippines 3 October 1967;

Entered into force 3 October 1967.

WHEREAS, a Memorandum of Understanding was signed on May 6, 1966 by His Excellency Fernando Lopez, Vice President and concurrently Secretary of Agriculture and Natural Resources of the Republic of the Philippines, and His Excellency K. T. Li, Minister of Economic Affairs of the Republic of China, providing for the dispatch of a team of Chinese specialists on rice production to the Philippines;

WHEREAS, said Memorandum of Understanding was effected by an exchange of Notes between the two governments on May 17, 1966;

WHEREAS, in pursuance of the above Memorandum of Understanding a Chinese Agricultural Team was sent to the Philippines to advise and assist in the planning and development of an integrated demonstration project on increased rice production in Central Luzon resulting in the Proposed Rice Production and Extension Project in Baliuag, Bulacan, submitted by the said Chinese team and its Philippine counterpart;

WHEREAS, on August 30, 1966, another Agricultural Rice Team, composed of nineteen members, was dispatched to the Philippines to undertake the demonstration and extension work in Baliuag, Bulacan, for one year beginning August 30, 1966 and ending August 29, 1967;

WHEREAS, in view of the resounding success of the Baliuag Project, a joint Philippine-Chinese Survey Committee was created to survey other possible Baliuag-type projects, resulting in the Proposed Binahaan-Tibak Rice Production and Extension Project in Leyte del Norte, Philippines;

WHEREAS, it is the common desire of the two governments to extend for another year, beginning August 30, 1967 to August 29, 1968, to implement through mutual cooperation and assistance the Baliuag Project and the Binahaan Tibak Project with the number of five (5) Chinese Specialists and twenty (20) Extension Workers.

NOW, THEREFORE, the Government of the Republic of the Philippines and the Government of the Republic of China have agreed on the following:

 

 

 

1. The Government of the Republic of China shall provide a Chinese Agricultural Technical Mission composed of the following:

2. The services of the said Mission shall be performed under the general policy guidance of the Government of the Republic of the Philippines.

3. The Chinese Mission shall determine the deployment of seventeen (17) members to Leyte leaving behind in the Baliuag Project one (1) specialist and seven (7) extension workers who will undertake follow-up work in said project. More personnel may be transferred to the Leyte Project whenever necessary.

4. The scope of work of the said Mission shall be that specified in the proposed Rice Production and Extension Project in Binahaun Tibak, Leyte del Norte, a copy of which is attached hereto; as well as continuation of the Baliuag Project.

5. The Government of the Republic of the Philippines shall bear all costs of operation and maintenance of the said projects, including the cost of equipment and supplies required.

6. The Government of the Republic of the Philippines shall provide at its own expense indigenous technical and supporting staffs required for the said projects.

7. The Government of the Republic of the Philippines shall provide the following facilities and privileges to the said Mission from the Republic of China in the performance of their services

1. Adequate office space;

2. Local transportation;

3. Supporting staff, including clerk-typists and interpreters;

4. AH necessary office supplies;

5. Exemption from all forms of taxes or levies on the personal effects of the members of the Mission.

8. The Government of the Republic of the Philippines shall undertake to pay for personnel of the said Chinese Mission and expenses as living allowances for regular personnel, per diems and lodgings for Short-Term Consultants, per diem and transportation expenses for official trips outside project areas, and to bear the cost for the procurement of farm tools plus contingent charges as specified in the budget attached hereto.

9. The Government of the Republic of China shall undertake to pay in the case of regular personnel, their salaries, air fares between Taipei and Manila, insurance and freight for unaccompanied baggage, and in the ca.se of Short-Term Consultants, their air fare between Taipei and Manila and insurance as specified in the budget attached hereto.

This Memorandum of Agreement shall take effect upon signing covering the period of one year from August 30, 1967 to August 29, 1968 and may be further extended upon mutual agreement,
