Exce1lency,
I have the honor to refer to discussions at various levels between officials of our two Governments regarding UNICEF Area-Based Child Survival and Development Project which covers seven provinces. This project is part of the Country Program for Children, 1988-1992 (CPC III) formulated by your government headed by the National Economic Development Authority (NEDA) in cooperation with United Nations Children's Fund (UNICEF).
I wish to inform you that the Government of Canada through the Canadian International Development Agency (CIDA) is agreeable to finance partly the implementation of this project, and will do so by making a bilateral contribution of up to Cdn$ 4.45 million to UNICEF. CIDA's assistance will cover the provinces of Maguindanao, Sulu and Negros Occidental. UNICEF will implement this project in collaboration with various government agencies and non-government organizations.
If this is acceptable to the Philippine Government, this letter and your affirmative reply shall constitute an understanding between our two Governments.
Accept, Excellency, the renewed assurances of my highest consideration.
