EXCHANGE OF NOTES CONSTITUTING AN AGREEMENT BETWEEN THE PHILIPPINES AND ISRAEL FOR COOPERATION IN THE PEACEFUL USES OF ATOMIC ENERGY

Signed at Manila 7 September and 28 December 1966 and 20 February 1967;

Entered into force 11 June 1967.

I

The Embassy of Israel presents its compliments to the Department of Foreign Affairs and, with reference to the Department's Note of 19 July, 1966 proposing for an intergovernmental agreement on cooperation in the peaceful uses of atomic energy between the Philippines and Israel, has the honour to inform the Department that the Government of Israel is agreeable to the proposal.

The Embassy suggests that an agreement between the Government of Israel and the Government of the Philippines be concluded along the following lines:

(1) There shall be a continuous exchange of information and experience and mutual assistance in the planning and preparation of a detailed programme for the utilization of the respective research reactors in the Philippines and Israel.

(2) The two Governments agree to exchange experts and students with the objective of training personnel for the organization and execution of programmes designed to increase the benefits from the operation of their respective reactors. The costs of such training will be as agreed upon in each case.

(3) The two Governments will share their knowledge and experience the production, preparation and distribution of short-lived isotopes to be use in medicine, agriculture, industry and general scientific research.

(4) The two Governments will share their knowledge and experience in setting up the programme of activation analysis for determining quantities of important constituents in materials of practical interest. The programme will include the techniques developed recently in Israel for the rapid and inexpensive determination of uranium and thorium in geological specimens with the aid of the reactor.

(5) Representatives of the two Governments will meet from time to time and as often as the occasion requires to consider ways and means of extending the cooperation for the advancement of peaceful uses of atomic energy in their respective countries.

(6) This Agreement shall enter into force on September 8, 1966 and shall remain in force until September 7, 1967 inclusive, and shall be subject to renewal as may be mutually agreed upon.

If the Department accepts these terms, it is suggested that its Note of acceptance, together with this Note, shall constitute the said agreement.

The Embassy of Israel avails itself of this opportunity to renew to the Department of Foreign Affairs the assurances of its highest consideration.

The Embassy of Israel presents its compliments to the Department of Foreign Affairs, and further to the Embassy’s note of September 7, 1966 concerning the proposed Inter-Governmental Agreement on Cooperation in the Peaceful Uses of Atomic Energy between the Philippines and Israel, has the honour to suggest an amendment to paragraph 6 of the proposed agreement, as follows:

(6) This agreement shall enter into force on June 11, 1967 and shall remain in force until June 10, 1968 inclusive, and shall be subject for renewal as may be agreed upon.

If the Department accepts the terms as proposed in the Embassy's note of September 7, 1966 and the amendment in the present note, it is suggested that its note of acceptance, together with the Embassy's two notes shall constitute the said agreement.

The Embassy of Israel avails itself of this opportunity to renew to the Department of Foreign Affairs the assurances of its highest consideration.

The Department of Foreign Affairs presents its compliments to the Embassy of Israel and has the honor to refer to the Embassy's Note dated September 7, 1966, concerning the proposed Inter-governmental Agreement on Cooperation in the Peaceful Uses of Atomic Energy Between the Philippines and Israel, which reads as follows:

On December 28, 1966, the Embassy issued another Note, amending Paragraph 6 of the aforequoted Note, which reads as follows:

The Department wishes to inform the Embassy that the terms as proposed in the Embassy’s Note dated September 7, 1966 as amended by the Embassy's Note dated December 28. 1966 are acceptable, and hereby confirms the understanding that the two aforequoted Notes of the Embassy together with this present Note constitute an agreement between the Government of the Philippines and the Government of Israel on the matter.

The Department avails itself of this opportunity to renew to the Embassy the assurances of its highest consideration. .
