MEMORANDUM OF UNDERSTANDING BETWEEN THE GOVERNMENT OF THE REPUBLIC OF THE PHILIPPINES (TECHNICAL ASSISTANCE COUNCIL) AND THE UNITED NATIONS INDUSTRIAL DEVELOPMENT ORGANIZATION (UNIDO) ON THE CONTINUATION OF JOINT CO-OPERATIVE TRAINING PROGRAMMES TO BE IMPLEMENTED IN THE PHILIPPINES IN 1988 TO 1991

Recalling that the Government of the Philippines has established a Technical Assistance Programme primarily for least developed countries,

Noting the interest of the Government of the Philippines in sponsoring training activities in the field of industry,

Recalling that in accordance eith its Constitution, which entered into force on 21 June 1985, UNIDO shall, inter alia, organize and support industrial training programmes aimed at assisting the developing countries in the training of technical and other appropriate categories of personnel needed at various phases for their accelerated industrial development,

Racalling that UNIDO has substantially supported a number of group training programmes implemented in the Philippines for least developed countries,

Recalling that the Buenos Aires Plan of Action recommended strengthening technical co-operation among developing countries (TCDC) in the field of human resources,

Also recalling that the New Delhi decalaration and Plan of Action called on:

(a) The developing countries to make available and improve existing training facilities to meet the special needs of trainees from other developing countries particularly te least developed ones,

(b) UNIDO to promote greater use of the training capabilities of institutions in developing countries n the execution of their traiing programmes,

Recalling that an agreement between the Technical Assistance Council (TAC) and UNIDO was established for two years in 1982 to 1983 which permitted the organizers of the programmes in the Philippines to retain the services of qualified instructors and adapt their programmes to meet the developed countries,

Recalling further that the two-year arrangement made possible in assisting the developing countries to determine their training requirements in each of the sectors covered over a given period of time as part of their human resources development programmes as well as to their participation in these programmes,

Noting that TAC and UNIDO conducted an evaluation to decide on a possible continuation of the proramme,

Understanding that on the basis of the e evaluation conducted by TAC and UNIDO, both parties have decided to a possible continuation of the programme,

It was therefore agreed to continue for three years, from 1988 to 1991, the joint co-operative Training Programmes for middle and high level industrial personnel primarily from least developed countries to be implemented in the Philippines.

The Programmes

1. The group programmes to be implemented within the proposed framework will cover fields in industrial development including Small Industry Consultancy, Energy Management and Power Plant Design, Operation and Maintenance.

2. To this effect annual work programme will be elaborated and agreed upon between the Philippine authorities and UNIDO.

3. The relevant institutions in the Philippines shall carry out the Programme in accordance with a time schedule and dates to be fixed by mutual consent.

4. It is understood that TAC will be responsible for the administration of the Programme.

5. UNIDO shall bear the following costs without prejudice to additional support for other costs whenever possible:

i. International air fare;

ii. Fifty per cent of training cost or international experts;

iii. Incidental allowance.

6. The Government of the Republic of the Philippines shall bear the costs of :

i. Meal allowance (amount to be determined by TAC);

ii. Accommodation (to be determined by TAC);

iii. One hundred per cent of training cost if UNIDO provides international experts or fifty per cent of training cost if UNIDO does not provide international experts.

Duration of the Memorandum of Understanding

This Memorandum of Understanding is concluded for three years. It can be terminated at any time by either party giving the other party prior notice of six months in writing. The termination shall not affect programmes already under implementation.

Entry into Force

This Memorandum of Understanding comes into force upon its signature.
