The Government of the Republic of the Philippines and the Government of the People's Republic of China, desiring to further develop and strengthen the cultural exchanges and friendly relations existing between their two countries, on the basis of the Cultural Agreement signed in Beijing on 8 July 1979, have agreed, through mutual consultations, upon the following Executive Program for Cultural Exchanges for 1988 and 1989, subject to the laws and regulations of each country:

ARTICLE I
  CULTURAL ADMINISTRATION AND RESEARCH

1. The Philippine Government will invite a delegation composed of five cultural administration officials to visit the Philippines for two weeks in 1989.

The Chinese Government will invite a delegation composed of five cultural heritage administration officials to visit China for two weeks in 1988.

2. The Philippine Government will invite five Chinese folk art researchers from the Chinese Folk Literature and Art Society to visit the Philippines for two weeks in 1988, to exchange research methodology and to plan for a folk art exhibition.

The Chinese Government will invite five Philippine folk art researchers from the Cultural Center of the Philippines to visit China for two weeks in 1938, to exchange research methodology and to plan for a folk art exhibition.3. The Philippine Government will invite to the Philippines for two weeks in 1989 a six-member delegation, which will study research methodology for traditional art forms in the country.

3. The Chinese Government will invite to China for two weeks in 1989 a six-member delegation of researchers, which will study research methodology for traditional art forms in China.

4. The Chinese Government will reciprocate the two-week visit to China in 1987 of three theater administrators from the Cultural Center of the Philippines, by sending a three-member drama research delegation from the Chinese Dramatists Association for a two-week visit to the Philippines in 1988.

5. The Philippine Government will reciprocate the two-week visit to the Philippines in 1987 of a delegation of five Chinese mass culture administrators, by sending a delegation of five mass culture administrators to China for two weeks in 1988.

6. Both sides will establish contacts between their respective cultural centers at the provincial level and exchange relevant materials and personnel.

ARTICLE II
  PERFORMING ARTS

1. The Philippine Government will invite a four-member delegation of dancers from the Chinese Dancers Association to visit the Philippines for ten days in 1989.

The Chinese Government will invite a four-member delegation of dancers to visit China for ten days in 1989.

2. The Philippine Government will invite a performing artist group of fifteen members to perform in the Philippines for two weeks in 1989.

The Chinese Government will invite an instrumental music group of fifteen members to perform in China for two weeks in 1988.

3. The Philippine Government will invite a musician group consisting of four members to visit the Philippines for two weeks in 1989.

The Chinese Government will invite a chamber music group consisting of four members to visit China for two weeks in 1989.

4. The Philippine Government will invite three composers from the Chinese Musicians Association to visit the Philippines for two weeks between July and December 1983.

The Chinese Government will invite three modern pop composers from the UP Conservatory of Music to visit China for two weeks between January and September 1989.

5. The Philippine Government will invite a Chinese theater designer to visit, the Philippines for two weeks in 1988, and a director from the Chinese Dramatists Association to conduct lectures on Chinese theater and direct the Chinese play "Peking Man" by Tsao Yu for a Philippine theatrical company for four to six weeks in September 1988.

6. Both Governments will encourage exchanges and communication among performing art groups through a variety of channels.

ARTICLE III
  EXHIBITS

1. The Philippine Government will invite the Chinese Government to hold a folk painting exhibition in the Philippines for two weeks in 1988.

The Chinese Government will invite two Filipino painters to visit China and hold a painting exhibition for two weeks in 1988.

2. The Philippine Government will invite two or three painters from the Chinese Artists Association for a two-week visit in the Philippines in 1988.

The Chinese Artists Association will invite two or three Philippine painters for a two-week visit to China in 1989.

3. The Philippine Government will invite the Chinese Government to hold an exhibition of Chinese tapestry in the Philippines, escorted by two persons, for two weeks in 1988 or 1989.

The Chinese Government will invite the Philippine Government to hold one art exhibit in China for two weeks in 1989, escorted by two persons.

ARTICLE IV
  RADIO, TELEVISION AND FILM

Both sides agree to promote cooperation between institution of radio, television, and film of the two countries and to exchange programs and visits of personnel in these fields. Items will be decided through mutual consultations.

ARTICLE V
  WRITERS AND PUBLICATIONS

1. The Philippine Government will invite three to five writers from the Chinese Writers Association to visit the Philippines for two weeks in 1988.

The Chinese Government will invite three to five writers from the Writers Union of the Philippines to visit China for two weeks in 1989.

2. Each side will provide the other side with a bibliography of its fine contemporary literary works for selection, translation and publication.

3. Both sides will support collaboration on publication between their respective publishing houses.

4. Both sides will encourage the exchange of publications on culture, humanities and social sciences.

5. Both sides will encourage and facilitate the participation in international book exhibitions held in the other country.

ARTICLE VI
  SPORTS

Both sides agree to strengthen links and cooperation between sports institutions of the two countries and to exchange according to needs and possibilities, sportsmen, coaches, sports officials and sports researchers for friendly visits, matches and exchange of views in the field of sports. Concrete items will be decided through mutual consultations.

ARTICLE VII
  EDUCATION

1. The Philippine Government will invite a six-member Chinese education delegation to visit the Philippines for two weeks in September 1988.

The Chinese Government will invite a six-member education delegation from the Department of Education, Culture and Sports, to visit China for two weeks in May 1988.

2. The Chinese Government will invite a six-mem.ber delegation of senior university officials to visit China for two weeks in 1989.

3. The Chinese Government will invite a six-member delegation on general education to China for two weeks in May 1989.

4. The Philippine Government will invite a six-member delegation on adult education to visit the Philippines for two weeks in September 1989.

The Chinese Government will invite a six-member delegation on vocational and technical education to visit China for two weeks in October 1988.

5. The Philippine Government will invite a five-member delegation from the Yunnan Social Science Academy to the UP Department of History for two weeks in 1988 or 1989.

The Chinese Government will invite a five-member delegation from the UP Department of History to the Yunnan Social Science Academy for two weeks in 1988 or 1989.

6. Both Governments will exchange a teacher of language at an institution of higher learning of the other government each year. Details will be negotiated between the two governments through diplomatic channels in due course.

7. Both Governments will send a scholar to do research work in the other country for three months starting from March 1989. The content of research and time of arrival shall be negotiated through diplomatic channels.

8. Both Governments will continue to exchange three scholarships each year. The fields of study or areas of specialization to be decided through further consultations, subject to the admission and retention policies of both countries.

9. Both Governments shall encourage, assist and facilitate academic exchanges, especially exchanges in language and education, between the universities, institutions and associations of both countries.

ARTICLE VIII
  EXPENDITURES

Both Governments, unless otherwise stipulated, have agreed upon the following financial terms and conditions:

1. The sending country will pay for the international travel fare and transport expenses of the persons and items for exchanges stipulated in the present Executive Program. The international travel fare and transport expenses to be borne by the sending country are those incurred from the sending country to the first city where the official visit starts in the receiving country, and from the city where the official visit ends back to the sending country, while the receiving country will pay for the internal expenses such as board and lodging, transportation and medical treatment during emergency. The accommodations to be provided by the receiving country will meet internationally accepted standards of comfort as befits ranks of visitors. The sending country will provide an allowance for its delegation members.

2. The sending country will shoulder expenses for any retention of its delegations' period of stay in the host country beyond the period stipulated in the Executive Agreement, for whatever reason.

3. Consultations on expenses for scholarships exchanged between the two countries, as well as the terms and conditions for the exchange of professors and scholars in the country of the other side, will be conducted between the Department of Education, Culture and Sports, through the Department of Foreign Affairs for the Philippine side and the State Commission on Education and the Ministry of Culture for the Chinese side.

ARTICLE IX
  OTHERS

1. Further consultations on details of the items for exchange stipulated in the present Executive Program will be conducted between the Department of Foreign Affairs for the Philippine side and the ministries and departments concerned for the Chinese side.

2. If it is necessary to add or omit some items during the implementation of the present Executive Program, agreement on them will be made through further consultations between the Department of Foreign Affairs for the Philippine side and the Ministry of Culture and other departments concerned for the Chinese side.

3. The present Executive Program will enter into force on the day of signing by the two Governments.
