CULTURAL COOPERATION AGREEMENT BETWEEN THE GOVERNMENT OF THE REPUBLIC OF THE PHILIPPINES AND THE REPUBLIC OF COLOMBIA

The Government of the Republic of the Philippines and the Government of the Republic of Colombia,

Desirous of strengthening the traditional bonds of friendship existing between the two countries by means of cooperation in the fields of culture, education, and communication and convinced of the mutual benefit that this cooperation offers for its development,

Have agreed to the following:

ARTICLE 1

The high contracting parties have agreed to promote the cooperation in the fields of culture, art, education, and communication to gain a better understanding of their respective cultures and their development.

ARTICLE 2

The contracting parties shall encourage and facilitate the exchange of information, publications and experiences between their cultural, sports and educational institutions.

ARTICLE 3

Within the limits of their resources, the contracting parties have agreed to offer to their nationals, study scholarships or post-graduate courses in the respective universities or professional establishments of each of the parties; provided however, that the selection of exchange students shall be subject to the admission requirements of each country.

ARTICLE 4

The contracting parties have agreed to promote the organization of seminars, conferences, expositions, concerts and other artistic manifestations that would contribute to the dissemination of the cultural values in their respective countries.

ARTICLE 5

The contracting parties shall promote and facilitate the exchange of university professors, experts in the different arts and members of other educational and cultural institutions.

ARTICLE 6

The contracting parties shall facilitate the exchange of materials in the fields of culture, education, sports and communication.

ARTICLE 7

With the object of facilitating compliance with this Agreement, the contracting parties shall periodically exchange, through diplomatic channels, cultural programs, whereby the obligations of each contracting party shall be specified including the manner of their implementation.

A periodic evaluation of these programs and the implementation of the Agreement shall likewise be agreed upon through diplomatic channels.

ARTICLE 8

For the realization of the objectives of the present agreement, each of the contracting party shall offer to the other the facilities permitted under their respective legislations.

ARTICLE 9

The present Agreement shall be submitted to the constitutional and legal procedures of each country, and shall take effect thirty (30) days after the exchange of the respective instruments of ratification. The present Agreement shall have a duration of three (3) years automatically renewable successively for same period, unless one of the High Contracting Parties, communicate in writing to the other party the intention of terminating the same, at least six (6) months prior to such termination.

The present Agreement can be denounced by any of the Parties, by means of written communication which will take effect six (6) months after the date of receipt of the corresponding notice.

Made in the city of Manila on the 15th day of September nineteen eighty-seven (1987), in two valid copies in Spanish and English languages.
