AGREEMENT ON TOURISM BETWEEN THE GOVERNMENT OF THE REPUBLIC OF THE PHILIPPINES AND THE GOVERNMENT OF THE STATE OF ISRAEL

The Government of the Republic of the Philippines and the Government of the State of Israel (hereafter the parties),

Aware of the friendly relations between both countries,

Considering the importance of tourism as a factor of economic development as well as of understanding among their people,

Recognizing the role of tourism as a positive instrument towards the improvement of the quality of life for all peoples, as well as a vital force in promoting peace and international understanding,

Recalling that both the Philippines and State of Israel Governments have always encouraged travel and tourism between the peoples,

Considering finally, that both are member countries of the World Tourism Organization,

Hereby agree on the following:

1. The parties shall endeavor to encourage travel and facilitate the entry of tourists from the other party with the view of increasing bilateral tourist trade,

2. The parties shall work within the World Tourism Organization to develop, and encourage the adoption of uniform standards and practices which would facilitate international tourism,

3. The parties shall, subject to their laws and legislation, facilitate promotional activities within their respective countries to enhance tourist traffic,

4. The parties shall promote the exchange of information and experience in the sector of tourism,

5. The parties shall exchange freely information on tourism markets and statistics in the two countries and on their respective legislation on tourism,

6. The parties shall encourage the exchange of tourism-oriented technology such as systems and methods with regard to the conservation and restoration, hotel operation and administration, marketing, congress management and other tourism services to include the eventual adoption of a suitable exchange program for experts and students,

7. The parties shall facilitate the holding of congresses and conventions in each other's country and the attendance of their participants in such congresses and conventions, especially those pertaining to educational scientific and technological, professional, business, tourism, social and cultural matters,

8. The parties shall foster the understanding among travel agents of both countries so as to facilitate the development of package tours or programs that may become attractive to be marketed in the other country,

9. The parties shall facilitate the distribution of promotion material and the carrying out of campaigns aimed at making the tourist image, events and attractions of one country known in the other one,

10. The Republic of the Philippines designates the Department of Tourism as its agency with primary responsibility for implementing this agreement for the Republic of the Philippines. The State of Israel designates the Ministry of Justice and Tourism as its agency with primary responsibility for implementing this agreement for the State of Israel,

11. A mixed Commission composed of representatives from both parties shall be established. This Commission shall hold periodical meetings alternately in each of the two countries for the purpose of examining the application of the present Agreement and to discuss other topics concerning the expansion of tourism between the two countries,

12. This Agreement shall be ratified. The Parties shall inform each other when their domestic legal procedures for the entering into force of the Agreement have been complied with. It shall enter into force upon the exchange of Instruments of Ratification,

13. This Agreement shall have a 5 year term, which will be automatically extended for equal periods. Each Contracting Party may denounce it by means of written notification given through diplomatic channels six months before its expiration date. In such a case, plans and programs being carried out will be continued until completion unless otherwise agreed upon by the Parties.

Done at Manila on May 9, 1988 which corresponds to the 22 IYAR 5748 in two original copies, in English and in Hebrew each of them being equally authentic. In case of divergency of interpretation, the English text shall prevail.
