TREATY ON TECHNICAL COOPERATION BETWEEN THE REPUBLIC OF THE PHILIPPINES AND ISRAEL

Note: The Agreement entered into force, March 16, 1964.

The Government of the Republic of the Philippines and The Government of Israel

BEARING in mind the discussions concerning rural development that took place between representatives of the two Governments during the visit to the Philippines of Her Excellency the Foreign Minister of Israel;

CONSIDERING that the communique issued jointly by the Secretary of Foreign Affairs of the Republic of the Philippines and the Foreign Minister of Israel at the conclusion of said visit called for cooperative effort between the two countries in the field of agricultural development and rural progress;

HAVE AGREED as follows:

1. The successful experience of Israel in regional planning and land settlement shall be made available to the Philippines through the development of new and existing settlement projects to be selected by the Government of the Philippines.

2. The Government of Israel will place at the disposal of the Government of the Philippines a team of experts who, upon the notification by the latter will, in cooperation with the team of Philippine scientists and experts to be designated for this purpose by the Government of the Philippines, prepare a blue-print for development of a selected region which has been carefully studied and surveyed and assist in its implementation.

3. The Philippines may send to Israel a team of experts to observe and study all aspects of regional planning and development as well as land settlement.

4. The expenses arising from the exchange of expert teams under this agreement shall be shared by the Governments of Israel and the Philippines in accordance with the following:

a. Financial Obligation of the Government of the Philippines —

(1) International travel expenses of its experts and trainees to Israel
(2) Local cost of maintaining Filipino experts and trainees in Israel, including domestic travel
(3) Clothing allowance for Philippine experts in Israel
(4) Salaries of Philippine experts and trainees while in Israel.

b. Financial Obligation of the Government of Israel —

(1) International travel expenses of its experts to the Philippines
(2) Local cost of maintaining Israel experts in the Philippines including domestic travel
(3) Clothing allowance for Israel experts in the Philippines
(4) Salaries of Israel experts while in the Philippines.

5. This Agreement shall enter into force upon signature.

IN WITNESS WHEREOF, the respective representatives, duly authorized for the purpose, have signed the present Agreement.
