The Government of the Republic of the Philippines and the Government of the People's Republic of China, desiring to further develop and strengthen the cultural exchanges and friendly relations existing between their two countries, on the basis of the Cultural Agreement signed in Beijing on 8 July 1979, have agreed, through mutual consultations, upon the following Executive Program for Cultural Exchanges for 1986 and 1987, subject to the laws and regulations of each country:

ARTICLE I
CULTURAL DELEGATIONS AND OBSERVATION GROUPS

1. The Chinese side will invite a delegation of six (6) to eight (8) members from the Philippine Cultural Planners' Association to visit China for two (2) weeks in September 1986.

2. The Ministry of Foreign Affairs will invite three (3) to four (4) Chinese dancers as observers at the National Folk Arts Festival for two (2) weeks in July 1936.

3. The Chinese Dancers' Association will invite Mrs. Leonor Orosa Goquingco, Philippine national artist and two (2) or three (3) others to visit China for two (2) weeks in September 1986 to observe developments in dance in China.

4. The Ministry of Foreign Affairs will invite five (5) mass culture administrators from China to visit the Philippines for two (2) weeks in 1987.

5. The Chinese Theater Association will invite from three (3) to five (5) theatre administrators, stage designers, etc. from the Philippines to observe theatre development in China for two (2) weeks in 1987.

6. The Chinese side will invite Dr. Jose Maceda of the U.P. College of Music to visit China for two (2) weeks in 1986.

7. The Ministry of Foreign Affairs in collaboration with the Philippine Cultural Planners' Association will invite a Chinese cultural delegation of six (6) people to visit the Philippines for two (2) weeks in 1986.

8. The National Historical Institute will invite a six-member cultural relics observation delegation from the Chinese Ministry of Culture to pay a return visit to the Philippines for two (2) weeks in 1986.

ARTICLE II
PERFORMING ARTS GROUPS

1. The Ministry of Foreign Affairs and the Metro Manila Symphony Foundation will invite a group of about eleven (21) artists/musicians playing Chinese traditional instruments to perform in the Philippines for two (2) weeks in February 1986.

2. The Chinese side will invite the Philippines to send a group composed of fifteen (15) artists/musicians to perform in China for two (2) weeks in April 1986.

3. The Ministry of Foreign Affairs will invite a group of six (6) vocal artists and their accompanists to perform in the Philippines for two (2) weeks in 1987.

4. The Chinese side will invite six (6) to eight (8) young artist scholars from the Philippines to perform in China for two (2) weeks in 1987.

5. The Ministry of Foreign Affairs and the Metro Manila Symphony Foundation will invite four (4) to five (5) Chinese musicians to give performances for two (2) weeks in the Philippines. Likewise, the Chinese Musicians' Association will invite four (4) to five (5) Filipino musicians to perform in China in 1986-87.

6. The Chinese Musicians' Association and the Philippine Philharmonic Orchestra will each send two (2) to three (3) conductors/violinist to visit the country of the other for two (2) weeks in 1986 and 1987.

7. The Philippine and Chinese sides will exchange a choreographer/dance teacher who will hold master classes in each other's country for a period of two (2) weeks in 1987.

ARTICLE III
CINEMA

1. The Chinese side will invite the Philippines to hold a Philippine Film Week in China in 1986 or 1987.

2. The Philippine side will invite China to hold a Chinese Film Week in the Philippines in 1986 or 1987.

3. The two sides will encourage exchanges in the field of cinema.

ARTICLE IV
EXHIBITIONS

1. The Chinese side will invite three (3) to four (4) members of the Jose Blanco family of painters from the Philippines to exhibit their works in China for two (2) weeks in March 1986.

2. The National Library of the Philippines will invite the Chinese side to present an exhibition of Chinese paintings and objects d'art in Manila in 1986 or 1987.

ARTICLE V
WRITERS AND PUBLICATIONS

1. The Chinese side will invite a delegation of three (3) to five (5) members from the Philippine Board on Books for Young People to visit China for two (2) weeks in 1987.

2. The Philippine Board on Books for Young People will invite a Chinese publishers' delegation of three (3) to five (5) members to visit the Philippines for two (2) weeks in 1987.

3. The Writers' Union of the Philippines will invite a Chinese writers' delegation of three (3) to five (5) members to visit the Philippines for two (2) weeks in 1986.

4. The Chinese Writers' Association will invite a delegation of three (3) to five (5) members from the Writers' Union of the Philippines to visit China for two (2) weeks in 1987.

5. The two sides will encourage the translation, publication and exchange of outstanding works of literature and art in each other's country.

6. Both sides will encourage their library networks to exchange books and other library materials.

ARTICLE VI
EDUCATION

1. The Chinese side will invite a four-member educational delegation from the Ateneo de Manila University to visit China for two (2) weeks in 1986.

2. The Chinese side will invite a six-member educational delegation from the Philippine Women's University to visit China for two (2) weeks in 1986.

3. The Philippine Women's University will invite the Chinese side to send one (1) (to stay for three (3) months) or two (2) (to stay for one and a half months) Chinese scholars to do research work in Manila in 1986 or 1987.

4. The Ateneo de Manila University and the University of the East will invite the Chinese side to send two (2) Chinese historians to do research work for two (2) months in the Philippines in 1986 or 1987.

5. The Chinese side will invite a six-member educational delegation from the University of the Philippines, College of Education to visit China for two (2) weeks in October 1986 or 1987.

6. The University of the Philippines, College of Education will invite the Chinese side to send a six-member delegation to the Philippines for two (2) weeks in 1986 or 1987.

7. The Chinese side will invite a five-member delegation from the UP College of Science to visit China for two (2) weeks in 1987.

8. The Chinese side will invite a six-member delegation of researchers and academicians from the Philippines to visit China for two (2) weeks in 1986.

9. The above-named Filipino group (Item 8) will invite the Chinese side to send a six-member delegation to visit the Philippines for two (2) weeks in 1986 or 1987.

10. The two sides will exchange three (3) scholarships each year, the fields of study or areas of specialization to be decided through further consultations.

11. Both sides will encourage reciprocal invitations between their respective universities for professors and scholars to teach, lecture or do research on a short term basis, subject to the provisions of Article VIII.

12. The University of the Philippines, Department of History will invite three (3) to four (4) Chinese historians from the Yunnan Research Institute of Southeast Asian History to visit the Philippines to do research in Philippine history for two (2) weeks in 1986.

13. The Philippine Social Science Council and the Chinese Academy of Social Sciences will send one (1) scholar for observation and exchange of ideas in the country of the other for a period of one (1) month, the Filipino scholar to visit China in 1986 and the Chinese scholar to visit the Philippines in 1987.

14. Both sides will send one (1) scholar to study music in each other's country for one (1) academic year 1986-87.

15. The University of the Philippines will invite Prof. Cai Zhenhui, Vice President of Sichuan Academy of Fine Arts to teach Chinese traditional painting for the academic year 1986-87 at the UP College of Fine Arts.

ARTICLE VII
RADIO AND TELEVISION

1. The two sides will encourage exchanges of radio and TV broadcast materials.

2. The two sides will exchange one (1) radio and TV delegation to visit each other's country for two (2) weeks in 1986 or 1987.

3. Both sides will encourage the production and broadcast of radio and TV programs which they will provide each other, during the national days of their respective countries, the exchange of materials for this purpose to take place one (1) month prior to the occasion.

ARTICLE VIII
EXPENDITURES

Both sides, unless otherwise stipulated, have agreed upon the following financial terms and conditions:

1. The sending country will pay for the international travel fare and transport expenses of the persons and items for exchange stipulated in the present Executive Program, and the receiving country will pay for the internal expenses such as board and lodging, transportation and medical treatment during emergency. The international travel and transport expenses to be borne by the sending country are those incurred from the sending, country to the first city where the official visit starts in the receiving country, and from the city where the official visit ends back to the sending country

2. Consultations on expenses for scholarships exchanged between the two countries, as well as the terms and conditions for the exchange of professors and scholars in the country of the other side, will be conducted between the Ministry of Foreign Affairs for the Philippine side and the State Commission on Education and the Ministry of Culture for the Chinese side.

ARTICLE IX
OTHERS

1. Future consultations on details of the items for exchange stipulated in the present Executive Program will be conducted between the Ministry of Foreign Affairs for the Philippine side and the ministries and departments concerned for the Chinese side.

2. If it is necessary to add or omit some items during the implementation of the present Executive Program, agreement on them will be made through further consultations between the Ministry of Foreign Affairs for the Philippine side and the Ministry of Culture and departments concerned for the Chinese side;

3. The present Executive Program will enter into force on the day of signing by the two sides.

Done in Manila on this 7th day of March 1986, in the Filipino, Chinese and English languages, all three texts being equally authentic.
