PROTOCOL OF THE EIGHTH SESSION ON SCIENTIFIC AND TECHNICAL COOPERATION BETWEEN THE GOVERNMENT OF THE REPUBLIC OF THE PHILIPPINES AND THE GOVERNMENT OF THE PEOPLE'S REPUBLIC OF CHINA

Pursuant to the Agreement on Scientific and Technical Cooperation between the Government of the Republic of the Philippines and the Government of the People's Republic of China signed in Manila on March 14, 1978, the Philippine Delegation headed by the Hon. Florian A. Alburo, Undersecretary of Economic Planning and Deputy Director General of the National Economic and Development Authority (NEDA) of the Republic of the Philippines and the Chinese Delegation headed by H.E. Dong Zhiyong, Vice Minister of the Ministry of Forestry of the People's Republic of China, convened the Eighth Session on Philippine-Chinese Scientific and Technical Cooperation in Beijing from 4 to 12 April 1987.

The lists of delegates of the Republic of the Philippines and the People's Republic of China appear as Annex I.

The two parties reviewed with satisfaction the implementation of the scientific and technical cooperation programme agreed upon during the Seventh Session and exchanged views on the further development and strengthening of scientific and technical cooperation between the two countries.

As a result of friendly consultations, the two parties reached the following agreement on matters concerning the scientific and technical cooperation for 1987:

1. The Republic of the Philippines agrees to the undertaking of the Chinese projects as outlined in Annex II to this Protocol;

2. The People's Republic of China agrees to the undertaking of the Philippine projects as outlined in Annex III to this Protocol;

3. The Party which sends the study groups/experts shall bear the travel expenses of such groups to and from the country of the receiving Party. The receiving Party shall bear the expenses for the food, accommodation, medical care and internal transport of such groups;

4. Seeds, seedlings and similar materials for experiments, as well as technical information and data, shall be exchanged by the two Parties free of charge and shall be delivered by the providing Party to the Embassy of the receiving Party with relevant transfer of documents to be signed by the representatives of the two Parties; and

5. Other projects and/or activities on scientific and technical cooperation, agreement on which could not be reached during this Session, or those which may be proposed by either Party in the course of implementing this Protocol may, by mutual agreement through diplomatic channels, be implemented in the 1987 programme year and shall be included for record purposes in the Protocol of the next Session.

The two Parties also agreed that each Party, in addition to presenting requests, may offer projects and/or activity proposals on scientific and technical cooperation for the consideration of the other Party.

The two Parties further agreed that the Ninth Protocol would be drawn to cover a three-year period and that projects for that period would be proposed at least three months prior to the negotiation proper.

The two Parties further agreed that the Ninth Session on Philippine-Chinese Scientific and Technical Cooperation shall be held in Manila in April of 1988 at a date to be set through diplomatic channels.

Annexes I, II and III shall form integral parts of this Protocol.
