Note: The Agreement was concurred in by the Senate, S.R. No. 18, May 21, 1963. The Philippine instrument of ratification was signed by the President, October 15, 1963. The Agreement entered into force, November 29, 1963 upon the exchange of ratifications by the Parties.

The Governments of the United Arab Republic and the Republic of the Philippines,

Desirous to promote understanding and friendship between their two countries and to perpetuate the cultural bonds between their peoples;

Inspired by the spirit of the Friendship Treaty between the two countries on January 18, 1955, and in pursuance of the recommendations of the Afro-Asian Conference at Bandung, 24th April 1955, which favor bilateral agreements in the fields of education and culture;

Having decided to conclude this Agreement and have, accordingly, appointed for the purpose the undersigned:

For the Government of the United Arab Republic; His Excellency HUSSEIN EL AHMADY EL ZARAHRY, Ambassador Extraordinary and Plenipotentiary of the United Arab Republic to the Republic of the Philippines; and

For the Government of the Republic of the Philippines; His Excellency EMMANUEL PELAEZ, Vice President of the Republic of the Philippines and concurrently Secretary of Foreign Affairs;

Who, being duly authorized to that effect by their respective Governments, have agreed as follows:

ARTICLE I

The two High Contracting Parties shall accord mutual help to each other in everything that may strengthen scientific and cultural relations between them; and to this end, have agreed especially upon the following:

a) to encourage the exchange, between their respective countries, of university and college professors, school teachers, scientists, researchers, technicians and students, granting them all possible facilities to accomplish their missions;

b) to encourage the exchange of scholarships to enable students and graduates of both countries to pursue their studies and research and to develop their cultural outlook and artistic talents in universities, institutes or schools of the other party;

c) to encourage mutually the study of their languages, literatures and civilizations in their respective schools, institutes and universities;

d) to encourage the establishment of cultural and scientific institutions in each other's country subject to a special agreement and in accordance with the laws and regulations of each country.

ARTICLE II

The two High Contracting Parties shall cooperate in studying the equivalence of scholastic certificates, degrees and diplomas in each country in order to facilitate for students from one country to study in the other country's schools, institutes and universities.

ARTICLE III

The two High Contracting Parties shall endeavor to strengthen the ties between sporting and scouting organizations, as well as physical education institutes in both countries. In addition they shall encourage exchange of visits and friendly contests between sports teams.

ARTICLE IV

The two High Contracting Parties shall include as much as possible such material in their school curriculum for history and geography as may help to give students of one party a true idea of the way of life, culture and civilization of the other country.

ARTICLE V

The two High Contracting Parties shall afford whenever possible, facilities for the translation and publication of each other's renowned works of science, culture, literature and art.

ARTICLE VI

The two High Contracting Parties shall organize contracts and establish cooperation between cultural, artistic and scientific organization in both countries, such as national libraries, science and history museums and research centers.

ARTICLE VII

The two High Contracting Parties shall undertake the task of acquainting their respective peoples with each other’s art by:

a) organizing exhibitions for photography, sculpture, painting and other forms of artistic production;

b) organizing stage and artistic performances;

c) facilitating film exchanges;

d) exchanging visits between specialists concerned with the activities mentioned in (a), (b), and (c).

ARTICLE VIII

The two High Contracting Parties shall undertake to strengthen the bonds of mutual cooperation between their respective countries in the fields of broadcasting and journalism, as well as for the exchange of visits between journalists.

ARTICLE IX

Each of the two High Contracting Parties shall encourage the travel of its nationals, to the country of the other Party, especially those who are engaged in research work in the scientific, cultural and artistic fields.

ARTICLE X

The competent authorities of the two High Contracting Parties shall prepare the supplementary agreements necessary for the implementation of the present Agreement.

ARTICLE XI

This Agreement shall be subject to ratification by the High Contracting Parties, in accordance with their respective constitutional procedures, and shall enter into force upon the exchange of the instruments of ratification which shall take place in Manila.

The present Agreement shall remain in force indefinitely unless terminated by either of the High Contracting Parties by means of written notification, in which case the Agreement shall cease to be in force six months after the date of notification.

IN WITNESS WHEREOF, the respective plenipotentiaries of the High Contracting Parties have signed this Agreement and hereunto affixed their seals.

Done in duplicate in Manila, in the English, Arabic and Pilipino languages, this 3rd day of May, nineteen hundred and sixty-two, Anno Domini, and of the Independence of the Philippines, the sixteenth. In case of divergence, the English text shall prevail.
