AIDE-MEMOIRE

The Embassy of the United States of America wishes to refer to the exchange of notes between the Embassy and the Department of Foreign Affairs Nos. 504 and 18-59, dated November 24, 1958 and January 6, 1959, respectively, concerning the Training and Firing Exercises being conducted in or in the vicinity of the Laur Training Area (meaning the Philippines Military Reservation established by Presidential Proclamation No. 237) during January and February 1959, and to the discussions which have recently taken place between the representatives of the Government of the Republic of the Philippines and the United States of America.

It will be recalled that it was mutually agreed upon between the two Governments that, with respect to any claims which may arise during the conduct of the training and firing exercise described in the aforementioned exchange of notes, the procedures for the settlement of claims shall be the same as those agreed upon in exchange of aide-memoire dated February 20, 1958 with respect to the training exercise designated "Operation Strongback".

AIDE-MEMOIRE

With reference to the Aide-Memoire of the Embassy of the United States of America, dated January 21, 1959, concerning the training and firing exercises being conducted by the United States armed forces in or in the vicinity of the Laur Training Area during the months of January and February, 1959, the Department hereby confirms that in the recent discussions held in connection with the abovementioned exercises, it was mutually agreed between the Government of the United States of America and the Government of the Republic of the Philippines that, with respect to any claims which may arise during the conduct of the training and firing exercises during January and February, 1959, the procedure for the settlement of claims shall be the same as those agreed upon in the exchange of aide-memoire dated February 20, 1958, relative to the training exercises designated "Operation Strongback."
