SUPPLEMENTARY AGREEMENT NO. 17 BETWEEN THE GOVERNMENT OF THE REPUBLIC OF THE PHILIPPINES AND THE UNITED NATIONS TECHNICAL ASSISTANCE BOARD

The United Nations and the Government of the Republic of the Philippines (hereinafter called "the Government"), pursuant to the Revised Standard Agreement for Technical Assistance concluded at Manila on 27 October 1954 between the United Nations and other Organizations represented on the Technical Assistance Board and the Government {hereinafter called "the Revised Standard Agreement")

Have agreed as follows:

ARTICLE I

ESTABLISHMENT, OBJECTIVES AND ACTIVITIES OF THE STATISTICAL CENTER IN THE PHILIPPINES

1. The Government being desirous of establishing, with the assistance and cooperation of the United Nations, a Statistical Program with a view to contributing to the development and maintenance of a high level of efficiency in the statistical activities of the Philippines and, in particular, of the statistical services of Government agencies and institutions, the United Nations has agreed to provide assistance and cooperation subject to the availability of funds.

2. Subject to the stipulations specified herein a Statistical Center (hereinafter called "the Center") shall be established under the jurisdiction o£ the University of the Philippines (hereinafter called "the University") and will organize or carry out the following inter-related activities:

a) Instruction to include the following subject matters, in accordance with the priorities and work schedules approved by the Executive Committee of the Center (see Article III):

i) General statistical methodology, consideration being given to the prerequisite mathematical training;

ii) Sampling methods, design of experiments and surveys;

iii) Organization and coordination of the statistical services of governmental agencies and institutions; iv) Collection, tabulation and publication of the major classes of data required for purposes of the Government, including demographic statistics; national income statistics; statistics of prices, trade and finance; industrial, agricultural and labour statistics; statistics relating to education and other social and economic fields;

v) Organization and conduct of census operations; collection, tabulation and publication of the results; organization and conduct of statistical operations in administrative agencies; vi) Analysis and utilization of government statistics.

b) Demonstration and Services — Demonstrations to include the organization of model sections in the statistical services of governmental agencies or institutions, maintenance of adequate technical coordination between the services concerned, development of such records and operations as may be desirable for the purpose of demonstration and, research, and execution of pilot projects or special sampling surveys in Manila or in the provinces. Services to include technical advice given to government departments upon their request or to private parties by contract and the execution of any statistical work by arrangement or contract with government departments or contract with private parties.

c) Maintenance of appropriate library and laboratory facilities.

d) Arrangements to facilitate further statistical training for eligible persons at other institutions within the country, and to supplement training abroad.

ARTICLE II

COORDINATION BOARD

1. The Government shall establish a Coordination Board for the Center composed of the following members:

The Secretary of Foreign Affairs

The Secretary of Finance

The Secretary of Commerce and Industry

The Secretary of Agriculture and Natural Resources

The Secretary of Labor The Executive Secretary to the President of the Philippines

The Budget Commissioner The Chairman of the National Economic Council

The Governor of the Central Bank of the Philippines

The President of the University of the Philippines

The President of the Philippine Statistical Association

Each member of the Board may appoint an alternate having the same power to represent the corresponding agency or institution on the Coordination Board. The Board shall be authorized to modify its membership and to adopt additional members on a permanent basis or for specific periods of time, as may be required to make its work more effective.

2. The Coordination Board shall:

i) be responsible for the development of the in-service-training programme of the Center, within the interested governmental agencies and institutions;

ii) facilitate in any other way the activities of the Center; and give such support and advice to the Executive Committee (See Article III below) as may be appropriate to further the objectives of the Center.

ARTICLE III

EXECUTIVE COMMITTEE

1. The Executive Committee of the Center shall be composed of:

A Chairman to be designated by the President of the University of the Philippines

The Director of the Office of Statistical Coordination and Standards of the National Economic Council

The Director of the Bureau of Census and Statistics

The Director of Economic Research of the Central Bank of the Philippines

The Director of the Center

The UN Principal Statistical Adviser (see Article VI below), who shall also act as the rapporteur to the Executive Committee

The Executive Committee shall be authorized to invite to particular meetings especially qualified individuals as may be required to make its programme more effective.

2. The Executive Committee shall:

i) carry out on behalf of the University all decisions relating to the programme, activities and management of the Center;

ii) in regard to in-service-training, be responsible for drawing up pro-grames for presentatibn to the Coordination Board for that Board's approval and implementation;

iii) make necessary arrangements for the provision of such assistance, funds and other facilities as may be desirable for the carrying out of the activities of the Center consistent with the objectives mentioned in Article I paragraph 2 above.

ARTICLE IV

PROFESSIONAL COMMITTEE ON STATISTICAL TRAINING

The Executive Committee shall invite the Philippine Statistical Association to appoint a Professional Committee on Statistical Training (hereinafter called "the Professional Committee"), composed of not less than five members, to act in a technical advisory capacity, providing the Executive Committee of the Center with current consultation, and reporting its recommendations to it.

ARTICLE V

DURATION OF THE CENTER

1. The Government confirms that, subject to the availability of funds, it intends to make the Center a permanent institution and, to take all appropriate measures in due time to assure the continuation of the activities of the Center beyond the assignment of the United Nations experts mentioned in Article VI below.

2. The Government shall not terminate the activities of the Center within the period of five years from the date of its opening, without prior consultation with the United Nations.

3. The United Nations, on its. part; confirms that, subject to the availability of funds, it intends to support and encourage the work of the Center by granting technical assistance until such time as the Center is deemed sufficiently established to continue its functions without such assistance.

ARTICLE VI

OBLIGATIONS OF THE UNITED NATIONS

1. The United Nations shall undertake to provide, in conformity with the provisions of the Revised Standard Agreement, the services of the following statistical experts:

a) a Principal Statistical Adviser, whose functions shall be:

i) to advise and assist the Director of the Center and the Executive Committee in the administration of the Center; and

ii) to conduct training courses at the Center and to participate in the research, advisory and other activities of the Center.

b) one or several Senior Statistical Advisers, subject to the availability of funds, whose functions shall be to conduct training courses at the Center in various statistical specialties, and to participate in its research, advisory and other activities.

2. The United Nations may in addition, subject to the availability of funds, provide other statistical technical staff, equipment or other assistance as may be required for the operation of the Center.

3. The Principal Statistical Adviser and the Senior Statistical Advisers shall work in close consultation and full cooperation with the competent agencies and officials of the Government and the University, with the Coordination Board and the Executive Committee, as well as with any associated authorities charged with development projects in the country. During their assignments they will be available to the Government except for such periods required for briefing, travel and leave as determined by the regulations of the United Nations.

4. The United Nations shall assume, in respect of the Principal Statistical Adviser and the Senior Statistical Advisers, all administrative and financial obligations defined in Article III of the Revised Standard Agreement.

ARTICLE VII

OBLIGATIONS OF THE GOVERNMENT

1. The Government, pursuant to Article IV of the Revised Standard Agreement, shall:

a) make available to the Center, at its own expense or at the expense of other Philippine institutions, a Director of the Center, who shall be responsible to the Executive Committee for the programme, activities and management of the Center;

b) make available to the Center, at its own expense or at the expense of other Philippine institutions, the services of

i) professors and lecturers, to participate in the instruction and research and advisory programmes of the Center, one of whom may be assigned administrative duties by the Director of the Center,

ii) such clerical and other staff as may be required for the proper functioning of the Center.

c) make all necessary arrangements to obtain for the Center the necessary lecture rooms, laboratories, and other premises and accommodations, as well as facilities, supplies and equipment for the proper functioning of the Center, and for the work of the United Nations experts assigned to it.

d) make the Center available for statistical training of United Nations fellowship holders or other persons from abroad, if eligible in conformity with the standards and policy of the University.

2. The Government, pursuant to Article IV of the Revised Standard Agreement, shall contribute to the cost of the technical assistance extended under this Revised Supplementary Agreement by paying for or directly furnishing all the facilities and services set forth in Article IV of the Revised Standard Agreement, in conformity with the terms of that Article.

ARTICLE VIII

1. This Supplementary Agreement shall come into force upon signature.

2. This Supplementary Agreement may be modified by agreement between the United Nations and the Government in accordance with Article VI, paragraph 2 of the Revised Standard Agreement.

3. This Supplementary Agreement may be terminated by either party upon written notice to the other, in which case it shall terminate 120 days after receipt of such notice.

IN WITNESS WHEREOF, the undersigned, duly authorized representatives of the United Nations and the Government respectively, have signed this Supplementary Agreement No. 17/Revision 1 at Manila this 23rd day of July, 1958 in four copies in English.
