PROTOCOL OF THE TWELFTH SESSION OF THE JOINT COMMITTEE ON SCIENTIFIC AND TECHNOLOGICAL COOPERATION BETWEEN THE GOVERNMENTOF THE REPUBLIC OF THE PHILIPPINES AND THE GOVERNMENT OF THE PEOPLE'S REPUBLIC OF CHINA 11 MAY 2000 BEIJING, CHINA

1. In accordance with the Agreement on Scientific and Technological Cooperation between the Government of the Republic of the Philippines and the Government of the People's Republic of China signed in Manila on 14 March 1978, the Philippine-Sino Joint Committee on Scientific and Technological Cooperation (hereinafter referred to as the Joint Committee) held its twelfth session in Beijing, China, on 11 May 2000. The Philippine Delegation (hereinafter referred to as "the Philippine side") was headed by Dr. Carol M. Yorobe, Assistant Secretary for Policy and Planning of the Department of Science and Technology of the Philippines, while the Chinese Delegation (hereinafter referred to as "the Chinese side") was headed by Mr. Yuan Shuguang, Deputy Director-General of the Department of International Cooperation of the Ministry of Science and Technology of China. Members of the Joint Committee attending this Session are listed in Annexes I and II.

2. The Joint Committee adopted the Agenda, which appears as Annex III.

3. Both sides recognized that it was of great significance to hold the 12th session on the occasion of the 25th anniversary of the establishment of the diplomatic relations between the Philippines and China. The two sides agreed to exert joint efforts to strengthen the scientific and technological cooperation between the two countries through joint R&D activities, traning and technology transfer.

4. Both sides agreed to collaborate on packaging technology and to encourage cooperation in the fields of metrology and microelectronics under the aegis of the Agreement in addition to the proposals to be included in the 12th Protocol.

5. The two sides reviewed the implementation of scientific and technological cooperation programs for the period 1996-1998. The details are listed in Annex IV.

6. Through friendly consultations, the two sides agreed on the following cooperation programmes for the period 2000-2002:

The list of the projects proposed by the Chinese side is attached as Annex V.

The list of projects proposed by the Philippine side is attached as Annex VI.

The list of projects for exchange of visits by both sides is attached as Annex VII.

7. As a result of the consultations, it was agreed that the sending party shall bear the travel expenses of the study groups/experts to and from the country of the receiving party. The receiving party shall bear the expenses for the food, accommodation, emergency medical treatment and local transportation of such groups.

8. The two sides agreed that projects and/or activities that may be proposed by either side in the course of implementing this Protocol may be carried out in the 2000-2002 program period and shall be included, for record purposes, in the Protocol of the next session, as long as consensus is achieved through diplomatic channels.

9. The two sides agreed that the communications pertinent to the approved projects in Annexes V, VI and VII would be coordinated through the Department of Foreign Affairs (DFA) and the Department of Science and Technology (DOST) on the Philippine side and the Ministry of Science and Technology (MOST) on the Chinese side.

10. To ensure the smooth and effective implementation of the agreed project both sides agreed to exchange missions to monitor and evaluate the implementation of the projects in this Protocol.

11. It was agreed that the Thirteenth Session of the Joint Committee would be held in the Philippines in 2002. the date to be determined through diplomatic channels.

The Twelfth Session was held in an atmosphere of friendship and cordiality, which characterizes the friendly relations between the two countries.

Annexes I, II, III, IV, V, VI and VII shall form an integral part of this Protocol.

Done in Beijing, China, in duplicate in the English and Chinese languages, on 11 May 2000. Both texts are equally authentic.
