MEMORANDUM OF UNDERSTANDING ON THE ESTABLISHMENT OF BILATERAL CONSULTATIONS BETWEEN THE DEPARTMENT OF FOREIGN AFFAIRS OF THE REPUBLIC OF THE PHILIPPINES AND THE MINISTRY OF FOREIGN AFFAIRS OF THE ARAB REPUBLIC OF EGYPT

The Department of Foreign Affairs of the Republic of the Philippines and the Ministry of Foreign Affairs of the Arab Republic of Egypt, hereinafter jointly referred to as "Both Parties";

Desiring to develop and strengthen the relations of friendship and mutually advantageous cooperation between the two Countries and peoples;

Working jointly for the safeguarding of international peace as well as to enhance consultations on bilateral, regional and international issues of mutual interest;

HAVE agreed as follows:

ARTICLE 1

Both parties shall establish a Mechanism of consultations at the level of Undersecretary and/or high-ranking officials, as appropriate, of the Department of Foreign Affairs of the Republic of the Philippines and the Ministry of Foreign Affairs of the Arab Republic of Egypt which shall, whenever necessary and possible, meet alternately once a year in the capitals of the two countries, to hold consultations on bilateral relations, regional and international issues of mutual interest.

ARTICLE 2

International travel expenses shall be borne by the sending party while other costs related to the visits shall be borne by the receiving party.

ARTICLE 3

Both parties shall promote contacts between their diplomatic and consular missions in third countries to exchange views on matters of mutual interest.

ARTICLE 4

The Permanent Missions of both parties in the United Nations and other international organizations, as well as their representatives attending international conferences, shall maintain regular contacts and shall, whenever necessary, consult each other on issues of mutual interest.

ARTICLE 5

1. The subject matters of the consultations referred to in Article 1 shall include, inter alia, the following:

i. Issues concerning the deepening of their bilateral cooperation in all fields;

ii. Issues relating to security and cooperation in Southeast Asia and in the Middle East; and,

iii. Other international issues of mutual interest.

2. Either of the two parties may request, should the need arise, the holding of extraordinary meetings.

ARTICLE 6

Both parties shall ensure that documents or information mutually provided are not transferred or supplied to a Third Party without their written consent.

ARTICLE 7

1. Either party may request in writing, through diplomatic channels, a revision or amendment of this Memorandum of Understanding.

2. Any revision or amendment agreed upon by both parties shall become effective in accordance to Article 8.

ARTICLE 8

1. This Memorandum of Understanding shall enter into force on the date of the later written notification by both parties, through diplomatic channels, indicating compliance with their respective domestic requirements for its entry into force.

2. This Memorandum of Understanding shall be valid for a period of five years and shall be automatically renewed for similar period(s) unless sooner terminated by written notice, through diplomatic channels, sixty (60) days prior to the intended date of termination.

Done at Cairo on the 5th day of March 2000 in two original copies in English language.
