PROGRAM OF CULTURAL EXCHANGES BETWEEN THE REPUBLIC OF THE PHILIPPINES AND THE UNION OF SOVIET SOCIALIST REPUBLICS FOR 1985 - 1986
The Government of the Republic of the Philippines and the Government of the Union of Soviet Socialist Republics;
Acting in conformity with the Agreement on Cultural Cooperation between the two countries signed in Moscow on 7 July 1978, on the basis of mutual respect for the principles of sovereignty, equality and non-interference in each other's internal affairs and in conformity with the laws, rules and regulations in force in their respective countries;
Desirous of enhancing the cultural ties and friendly relations existing between their peoples and of sharing the rich cultural heritage of each other;
Recognizing the need for greater appreciation and understanding of each other's culture, and the need to communicate significant developments in the various fields of culture, art and literature;
Have agreed to undertake the following Program of Cultural Exchanges for the years 1985 - 1986:
PROGRAM
1. The Two Sides agree to encourage the realization of the Program of exchanges in all disciplines of art for the purpose of providing a broader view of each other's different forms of art and culture and the methodological development in these disciplines.
2. The Soviet Side will send and the Philippines Side will receive a ballet troupe, 10 persons, for 20 days, 1985.
3. The Philippine Side will send and the Soviet Side will receive the ensemble "Fiesta Filipina", 30 persons, for 30 days in January 1985.
4. The Soviet Side will send and the Philippine Side will receive a group of artists of one of the Soviet Union Republics, 12 persons, for 10 days, 1985.
5. The Philippine Side will send and the Soviet Side will receive an exhibition of works of modern Philippine artists, for 25 days, accompanied by two persons for 30 days, 1985.
6. The Soviet Side will send and the Philippine Side will receive an artistic exhibition commemorating the 40th anniversary of the Victory over fascism, for 10 days, accompanied by one person, for 14 days, 1985.
7. The Philippine Side will send and the Soviet Side will receive soloists with accompanists, 4 persons, for 14 days, 1985.
8. The Soviet Side will send and the Philippine Side will receive soloists with accompanists, 4 persons, for 10 days, 1985.
9. The Two Sides will exchange the representatives (2 persons from each Side) for familiarization with the work experience of cultural institutions, for 10 days, 1985.
10. The Soviet Side will send and the Philippine Side will receive specialists for staging the ballet "Gayane" at the Cultural Center of the Philippines, 3 persons, for 60 days, 1985.
11. The Philippine Side will send and the Soviet Side will receive a delegation of the Union of Philippine Writers, 3 persons, for 14 days, 1985.
12. The Soviet Side will send and the Philippine Side will receive a choir company to participate in the International Festival of Choral Art, 40 persons, for 20 days, 1986.
13. The Soviet Side will send and the Philippine Side will receive a group of artists of one of the Soviet Union Republics, 12 persons, for 10 days, 1986.
14. The Philippine Side will send and the Soviet Side will receive soloists with accompanists, 4 persons, for 12 days, 1986.
15. The Soviet Side will send and the Philippine Side will receive soloists with accompanists, 4 persons, for 12 days, 1986.
16. The Two Sides will exchange representatives (2 persons from each Side) for familiarization with the work experience of cultural institutions, for 10 days, 1986.
17. The Soviet Side (The Union of Soviet Composers) will send and the Philippine Side will receive a delegation of composers, 2 persons, for 10 days, 1986.
18. The Philippine Side will send and the Soviet Side (The Union of Soviet composers) will receive a delegation of composers, 2 persons, for 10 days, 1986.
19. The Philippine Side will send and the Soviet Side will receive a delegation of the Puppet Theater of the National Media Production Center for familiarization with the work experience of puppet artists and puppet artists and puppet theaters, 2 persons, for 14 days, 1986.
20. The Soviet Side will send and the Philippine Side will receive a delegation of the Union of Soviet Writers, 3 persons, for 10 days, 1986.
21. The National Library of the Philippines and the State Library of the USSR named after V.I. Lenin will expand cooperation and will develop ties on international book exchange and subscription, as well as exchanges of book exhibits and specialists in Library science.
22. The National Historical Institute of the Philippines and the Institute of Oriental Studies of the USSR Academy of Sciences will exchange scholars (2 persons each Side, for 2 months each) to conduct research work on the agreed subjects, 1985 and 1986.
23. The Philippine Side will send and the Soviet Side will receive during the years 1985-1986, 5 persons for complete study courses in higher educational establishments and 5 persons for postgraduate scholarship and for scientific pedagogic practice. The candidates, sent to study on these specialties, must have the necessary preparation.
24. The Soviet Side will send and the Philippine Side will receive in 1985 and 1986, two professors of the Russian language to teach at Government educational Institutions.
The Soviet Side expressed readiness to receive for different probationary periods on the Russian language Philippine students and professors of the Russian language.
25. The Soviet Side will take part In the International Cinema Festival in Manila, 1985-1986.
26. The Philippine Side will send films and delegations (3 persons for 7 days) to the International Cinema Festivals in Moscow (28 June - 12 July 1985) and Tashkent (1986).
27. The Two Sides will exchange films and delegations (3 persons for 10 days) in 1985 and 1986 for the holding of a Philippine film week in the USSR and a Soviet film week In the Philippines.
28. The Two Sides (the Soviet Side will be represented by the Union of Cinematographists of the USSR) will exchange delegations of cinematographists and film for creative meetings with colleagues and film shows, 2 persons from each Side, 1985 and 1986.
29. The Two Sides will promote the exchange of TV and Radio programs on the life of the Philippine and USSR peoples.
30. The Two Sides will promote the signing of an agreement on cooperation in the fields of TV and radio broadcasting between the National TV and Radio of the Philippines and the USSR State Committee for TV and Radio.
31. The Two Sides will promote the strengthening the development of contacts between the specialists of both countries in the field of book publishing and encourage the exchange of the representatives of publishing-houses and book-trading organizations on a reciprocal basis for the familiarization with the organization of book-publishing, selection of literary works for possible translation, raising the Qualification of the translators and making preparations for joint publications.
32. The Two Sides will promote the completion of talks between PNA, INEX and. other mass-media and TASS and the exchange of delegations between the Philippine mass-media and TASS aimed at signing corresponding agreements and establishing closer professional cooperation.
33. The Two Sides (the Soviet Side will be represented by the Ministry of Social Security of the Russian Soviet Federative Socialist Republic) will develop contacts the field of social security and encourage the exchange of specialists and information.
34. The Two Sides will encourage the exchange of sports teams, coaches and specialists in the field of physical culture and sports on the basis of agreements between the sports organizations of both countries.
35. The Two Sides will render assistance in the development of ties between the capitals of both States: Metropolitan Manila and Moscow.
GENERAL DISPOSITIONS
36. The present Program does not exclude additional arrangements in the field of Cultural exchanges which may be carried out by mutual agreement.
37. Except in cases where other arrangements will have been agreed upon, the above-mentioned exchanges will be carried out on the following financial conditions:
1) The sending Side will bear the travel expenses of its own companies, delegations and individual participants to the receiving country and back;
2) The receiving Side will bear the expenses covering the stay of the companies, delegations and individual participants of the other country in the above-mentioned exchanges including accommodations, meals and transportation for internal trips;
3) The receiving Side will provide for the participants of the sending Side free medical service in case of illness and accident excluding the treatment of chronic diseases and sophisticated dental treatment.
Done in Moscow this 31st day of October 1985, in two copies in the English and Russian languages, both texts being equally valid.
