EXECUTIVE PROGRAMME OF CULTURAL AND EDUCATIONAL COOPERATION BETWEEN THE GOVERNMENT OF THE REPUBLIC OF THE PHILIPPINES AND THE GOVERNMENT OF THE CZECHOSLOVAK SOCIALIST REPUBLIC FOR THE YEARS 1985 - 1987

The Government of the Republic of the Philippines and the Government of the Czechoslovak Socialist Republic, desirous of developing further their mutual cooperation in the fields of culture and education have decided, in accordance with Article 8 of the Agreement on Cultural Cooperation between the Republic of the Philippines and the Czechoslovak Socialist Republic, signed in New York on 8 October 1974 to conclude the present executive programme of cooperation for the years 1985 - 1987.

  I. EDUCATION

ARTICLE I

The Czechoslovak Party shall offer each year to the Philippine Party, two (2) scholarships for scientific specialization studies at Czechoslovak universities. The Philippine applicants shall be licensed and/or practicing professionals in the field of agriculture, veterinary, technical, medical, pharmacological, economic, social, chemical, or natural sciences. In sending its applicants the Philippine Party shall follow "Information on the Studies for Foreigners at Schools in the Czechoslovak Socialist Republic," which shall be forwarded to the Philippine Party through diplomatic channel

ARTICLE 2

The Philippine Party shall allow applications of two (2) Czechoslovak candidates annually for scholarships in scientific specialization studies at Philippine universities, according to the rules of these universities. The Czechoslovak applicants shall be licensed professionals.

ARTICLE 3

Upon the request of the Philippine Party, the Czechoslovak Party shall receive one or two (1-2) specialists on education for a study sojourn for a period of 14 days each and upon the request of the Czechoslovak Party, the Philippine Party shall receive one or two (1-2) specialists on education for a study sojourn for a period of 14 days each. Conditions shall be agreed upon through diplomatic channels.

ARTICLE 4

Both Parties shall exchange publications and special materials in the field of education.

II. CULTURE

ARTICLE 5

The Czechoslovak Party shall receive each year one observer to the International Festival of Music Prague Spring and the Bratislava Music Festival for a sojourn of two weeks.

ARTICLE 6

The Czechoslovak Party shall receive one observer to the Bratislava Biennale of Illustrations held in 1985 and 1987 for a sojourn of 7 days.

ARTICLE 7

Within the validity of the present Executive Programme both Parties shall exchange art exhibitions.

The Czechoslovak Party shall send in 1985 the exhibition "Wood in Traditional Culture" supplemented by a small exhibition of "Blue Prints" from the collections of the Ethnographical Institute of the Slovak National Museum in Martin. The exhibition shall be accompanied by one expert for the period of 10 days.

The character of the other exhibition shall be agreed upon through diplomatic channels.

ARTICLE 8

Both Parties shall exchange music soloists and small theatre groups, music or folklore groups for a period of 14 days. The number of persons shall be agreed upon through diplomatic channels.

ARTICLE 9

Both Parties shall exchange one specialist in the field of amateur artistic activities for a study sojourn of 14 days.

ARTICLE 10

Both Parties shall consider the possibility of exchanging four (4) specialists during the validity of the present Executive Programme in the field of culture (music, theatre, creative arts, literature, archeology) for a study sojourn for a period of 14 days each.

ARTICLE 11

Both Parties shall consider the possibility of exchanging one specialist in the field of zoological, gardens, national parks and protection of nature for a study sojourn for a period of 14 days.

ARTICLE 12

Both Parties shall encourage the exchange of publication and information between the central libraries of the two States.

ARTICLE 13

Both Parties shall encourage the exchange of publications and information the field of protection of cultural monuments.

ARTICLE 14

The present programme does not exclude the implementation of further exchanges agreed upon between the two sides through diplomatic channels.

IIII. FINANCIAL PROVISIONS

ARTICLE 15

The sending of persons under Articles 3, 5, 6, 7, 8, 9, 10 and 11 of the present Programme shall be covered as follows:

1. The Sending Party shall bear the travel expenses to the State of the Receiving Party and back;

2. The Receiving Party shall bear the expenses covering the stay and travel inside its state connected with the fulfillment of the programme, the expenses for accommodation shall pay an amount for meals and pocket money in accordance with its internal regulations;

3. The Receiving Party shall grant free necessary medical care in case of sudden illness or accident, excluding the treatment of chronic diseases and sophisticated dental care.

ARTICLE 16

The sending of the scholarship holders under Articles 1 and 2 of the present Programme shall be covered as follows:

1. The Sending Party shall cover the travel expenses to the State of the Receiving Party and back;

2. The Receiving Party shall receive the scholars in accordance with its internal regulations.

ARTICLE 17

The sending of exhibitions under Article 7 of the present Programme shall be covered as follows:

1. The Sending Party shall pay the expenses connected with the transportation of the exhibition to the first place of exhibition in the State of the Receiving Party and back and expenses connected with the insurance of the exhibits during the transportation and exhibition;

2. The Receiving Party shall cover the expenses connected with the transportation of the exhibition inside its territory and expenses connected with the installment of the exhibition and its publicity;

3. The Receiving Party shall give the Sending Party all the necessary documents for easier claiming of damages from the insurance company; the Receiving Party is obliged to take care of the exhibition and avoid any damages.

V. FINAL PROVISIONS

The present Executive Programme will enter into force on the day of its signature and its validity ends 31 December 1987.
