Earthquake Rehabilitation Programme
Health Component
The Commission of the European Communities, hereinafter referred to as "THE COMMISSION", acting for and on behalf of the European Community (EC), hereinafter referred to as "THE COMMUNITY", or "THE EC",
on the one part, and
The Government of the Republic of the Philippines, hereinafter referred to as "THE RECIPIENT",
on the other part,
HAVE AGREED AS FOLLOWS:
Objectives of the rider N° 3
The objectives of rider N° 3 are to
- extend the duration of the project implementation period up to 31 December 2001
and
- adapt the cost estimates and contribution to the different items by means of reallocation of funds. The total EC contribution remains unchanged.
All terms and conditions of the Financing Agreements, its Annexes and Rider 1 and Rider 2 remain unchanged except for the following modifications:
ARTICLE 2 - COMMITMENT OF THE COMMUNITY
After paragraph 1 the text is replaced by the following:
Any reference to ECU is replaced by EURO from the date of 1 January 1999.
This commitment is subject to a final implementation date. The Commission may however, depending on the circumstances, agree to an appropriate extension of this date, should such extension be requested and properly justified by the recipient.
For the project, the duration of the implementation phase is extended and is now valid until 31 December 2001.
Date limit for the Commitment of THE COMMUNITY is set at 31 December 2002 for final reporting and settlement of outstanding payments.

ANNEX A
Modified Technical and Administrative Provisions
1.1 Project content and overall objectives
The text of paragraph 2 second item is replaced by the following:
-a Health Component, which will assist in the construction of one provincial hospital (in Agoo, La Union province). This component will be implemented by the Department of Health (DoH) until 31 December 2001 with a financial provision from the EC grant of 13,502,000 EURO.
2.3 Time schedule
The text is replaced by the following:
The Project as a whole and the Health component will be implemented until 31 December 2001. The construction and the equipment of the Agoo hospital will be completed for 31 December 2000, with the exception of the final acceptance of the works and of the equipment, foreseen in the course of 2001 after the one year guarantee period for the equipment.
2.4 Project inputs
The text is replaced by the following:
The services of an independent civil engineering adviser to be placed under the authority of the Commission Delegation in Manila for the duration of this component amount to 46 m-m maximum.
