EXECUTIVE PROGRAMME ON CULTURAL COOPERATION BETWEEN THE GOVERNMENT OF THE REPUBLIC OF THE PHILIPPINES AND THE GOVERNMENT OF THE GERMAN DEMOCRATIC REPUBLIC FOR THE YEAR 1985-1986

Desirous of further developing the friendly relations between the Republic of the Philippines and the German Democratic Republic on the basis of the principles of international law, in particular the principle of respect for the sovereign equality of States and the principle of non-interference in internal affairs, and of strengthening cultural cooperation and of promoting mutual understanding of the culture of each other's country, the Government of the Republic of the Philippines and the Government of the German Democratic Republic, in pursuance of the Agreement on Cultural Cooperation signed between the two Governments on 6 July I983, have agreed upon the present Executive Programme for the years 1985-86.

I. CULTURE  

ARTICLE 1

The Ministry of Culture of the German Democratic Republic shall offer through diplomatic channels to its respective Philippine counterpart soloists as well as artistic ensembles from the GDR on tour in the Asian region, for performances on a commercial basis.

ARTICLE 2

The Philippine side shall offer through diplomatic channels to the artists' agency of the German Democratic Republic soloists as well as artistic ensembles from the Republic of the Philippines on tour in the European region for performances on a commercial basis.

ARTICLE 3

The Ministry of Culture of the German Democratic Republic shall participate annually in the International Film Festival of Manila. The Philippine side shall send and the Ministry of Culture of the German Democratic Republic shall receive two persons for a period of four days to pre-select film entries.

ARTICLE 4

The Philippine side shall hold in 1986, following the Film Festival of Manila, Days of the GDR Film. The Ministry of Culture of the German Democratic Republic shall send and the Philippine side shall receive on this occasion a delegation of two persons for a period of 10 days.

ARTICLE 5

The Philippine side shall participate each year in the International Documentary and Short Film Week for Cinema and Television in Leipzig and, on this occasion, shall send a delegation of two persons for the duration of the above Festival.

ARTICLE 6

The State Film Archive of the German Democratic Republic and the Film Archive of the Republic of the Philippines shall present in their cinemas selected films of the other country. For this purpose they shall lend each other suitable films.

ARTICLE 7

The Philippine side shall send and the State Film Archive of the German Democratic Republic shall receive one person for a study tour of three weeks in 1985.

ARTICLE 8

The State Film Archive of the German Democratic Republic shall, on a commercial basis, train specialists from the Republic, of the Philippines in different fields of activity of film archives. Details shall be agreed upon separately.

ARTICLE 9

The two sides shall each year exchange one person or delegations of two persons for a period of 10 days each on cultural highlights, to be agreed upon through diplomatic channels.

ARTICLE 10

The Philippine side shall send and the Ministry of Culture of the German Democratic Republic shall receive two puppeteers from the National Media Production Center to undergo further training for a period of 4 weeks in 1986.

ARTICLE 11

The Ministry of Culture of the German Democratic Republic shall send and the Philippine side shall receive a stage-director for a period of up to 8 weeks during the period of validity of this Programme.

ARTICLE 12

The Philippine side shall participate in the "Intergrafik" exhibition. The Ministry of Culture of the German Democratic Republic shall receive on this occasion a delegation of two persons for a period of 14 days in the second quarter of 1986.

ARTICLE 13

The Ministry of Culture of the German Democratic Republic shall send and the Philippine side shall receive an exhibition featuring textile handicraft products and tapestries of the German Democratic Republic, which will be accompanied by two persons for a period of 3 weeks in 1985. Details shall be separately agreed upon.

ARTICLE 14

The Philippine side shall send and the Ministry of Culture of the German Democratic Republic shall receive the exhibition "Manscapes" of the painter Moscoso, who will accompany the exhibition for three weeks in I985. Details shall be separately agreed upon in a loan contract.

ARTICLE 15

The Philippine side shall participate in the contest "Best-designed Books from All over the World" in Leipzig by entering selected exhibits (second quarter of I985-1986).

ARTICLE 16

The Philippine side shall consider sending musicians to attend the annual International Music Seminar in Weimar on the basis of the general conditions fixed for that course.

ARTICLE 17

The Philippine side shall consider sending dancers to attend the annual International Palucca Summer Course in Dresden on the basis of the general conditions fixed for that course.

ARTICLE 18

The two sides shall promote direct contacts between the artists' associations of the two countries.

ARTICLE 19

The two sides shall encourage the exchange of cultural and artistic works as well as the translation of literary and artistic works. They shall exchange, upon agreement, records, books, slide series, exhibition catalogues and other publications.

  II. EDUCATION  

ARTICLE 20

The Ministry of Higher and Technical Education of the German Democratic Republic and the Ministry of Education, Culture and Sports of the Republic of the Philippines shall exchange each year one scholar each for a three-week study and lecture tour.

  III. SPORTS  

ARTICLE 21

The two sides shall encourage cooperation in the field of physical culture and sports. The details of such cooperation shall be agreed upon between the competent sports associations of the two countries.

  IV. GENERAL AND FINANCIAL PROVISIONS

ARTICLE 22

Except in cases where other arrangements shall have been agreed upon, the above-mentioned exchanges shall be carried out on the following financial conditions:

1. The sending side shall bear the travel expenses of its own companies, delegations and individual participants to the receiving country and back;

2. The receiving side shall bear the expenses covering the stay of the companies, delegations and individual participants of the other country in the above-mentioned exchanges including accommodations, meals and transportation for internal trips and a reasonable amount of daily allowance to be agreed upon on a case to case basis.

3. The receiving side shall provide for the participants of the sending side free medical service including medicaments in case of illness and accident excluding the treatment of chronic diseases and sophisticated dental treatment.

ARTICLE 23

Either side shall communicate to the other, at least 4 weeks prior to the arrival of persons to be sent under this Executive Programme, their names and biographical data as well as information as to their command of foreign languages, proposals for their work programme and the data of arrival. In cases of delegations from central government agencies and of artists' groups those particulars shall be communicated at the latest three months prior to their arrival. The exact date of arrival shall be confirmed one week in advance.

V. FINAL PROVISIONS

ARTICLE 24

The present Program does not exclude additional arrangements in the field of cultural exchange which may be carried out by mutual agreement. Amendments to this Executive Programme shall be agreed upon between the two sides in writing.

ARTICLE 25

This Executive Programme shall enter into force on the day of its signing,
