EXCHANGE OF NOTES CONSTITUTING AN AGREEMENT AMENDING THE AGREEMENT BETWEEN THE UNITED STATES OF AMERICA AND THE REPUBLIC OF THE PHILIPPINES CONCERNING A ROAD, STREET AND BRIDGE PROGRAMME

Excellency:

I have the honor to refer to Article XVI of the Agreement between the United States of America and the Republic of the Philippines regarding a Road, Street and Bridge Program, executed on February 14, 1947, which is quoted below:

"This Memorandum of Agreement shall become effective on the date of its signature and continue in effect until June 30, 1950; however, this Agreement may be revised, amended, or changed in whole or in part with the approval of both parties as indicated and effected by an exchange of notes between the two contracting parties; and further, either party may terminate this Agreement by giving to the other party ninety days notice in writing through diplomatic channels."

The United States Congress is now in the process of extending the authorized period of operation of this Program to June 30, 1952. It is therefore appropriate to amend the above quoted article to change its termination date to June 30, 1952. Your Excellency's acknowledgment of this note will be construed as acceptance of this revision without prejudice to any further revisions which may be necessary in the future in accordance with the amending procedure quoted above.

Excellency:

I have the honor to acknowledge the receipt of Your Excellency's note No. 25 of July 6, 1951 on the proposed amendment of Article XVI of the Agreement between the United States of America and the Republic of the Philippines regarding a Road Street and Bridge Program, executed on February 14, 1947, which article read as follows:

Due note has been, taken of the fact that the United States Congress is now in the process of extending the authorized period of operation of the Road, Street and Bridge Program covered by the Agreement to June 30th, 1952.

I am happy to inform your Excellency that the Government of the Republic of the Philippines agrees to the amendment of the above-quoted article by changing its termination date to June 30th, 1952, instead of June 30th, 1950.

It is understood that this note of acknowledgment will be construed as acceptance of said revision without prejudice to any further revisions which may be necessary in the future in accordance with the amending procedure provided for in Article XVI of the Agreement.

Accept, Excellency, the renewed assurances of my highest consideration.
