MEMORANDUM OF UNDERSTANDING ON COOPERATION IN HIGHER EDUCATION BETWEEN THE COMMISSION ON HIGHER EDUCATION OF THE REPUBLIC OF THE PHILIPPINES AND THE DEPARTMENT OF EDUCATION OF NEWFOUNDLAND AND LABRADOR

The Commission on Higher Education of the Republic of the Philippines and the Department of Education, Newfoundland and Labrador (hereinafter referred to as "the Parties")

Recognizing the importance of education and training in development, Mindful of each other's achievements in this field,

Desiring to strengthen and broaden cooperation and mutual assistance in the provision of higher education and training, their planning and policy-making, and in other matters of human resource development and enhancement of the quality of life in their respective jurisdictions,

Have reached the following agreements:

GENERAL OBJECTIVES

1. This Memorandum of Understanding provides the basic framework within which detailed proposals for programs of educational cooperation and human resource development between universities and university colleges, and community colleges are to be jointly considered by the Parties.

2. Without limiting the generality of the foregoing, the Parties undertake to encourage and facilitate:

(a) Cooperation in higher education, including the development of institutional links at, undergraduate, graduate, diploma and post-graduate levels, and the promotion of faculty, staff and student exchanges;

(b) Technical cooperation in areas yet to be identified but including education in science and technology, engineering, information technology, teacher education, fine arts and music;

(c) Review of the frameworks on comparability of higher education degrees with a view to establishing bases for enabling the holders of degrees to pursue further studies in institutions of higher education within the jurisdictions of the Parties;

(d) Technical cooperation on methods of quality assurance;

(e) The sharing of information on educational assessment and testing concepts, systems and methods as applied to the undergraduate, graduate, diploma and post-graduate levels;

(f) Cooperation in developing degree programs and higher education projects between appropriate authorities and institutions;

(g) Cooperation in the application of educational technologies in the management and delivery of degree programs;

(h) Interaction between instrumentalities and officials responsible for higher education and between constituent degree-granting institutions, public and private, of the Commission on Higher Education of the Republic of the Philippines and the Department of Education, and the respective institutions of Newfoundland and Labrador.

FUNDING

3. The costs of cooperative activities undertaken pursuant to this Memorandum of Understanding will be funded on a mutually agreed basis.

CONSULTATION

4. Representatives of the Parties will meet biennially, or as they may otherwise mutually determine, to review the implementation of this Memorandum of Understanding and all other agreements, programs, and projects encompassed within its framework.

5. Any differences between the Parties arising from the interpretation or implementation of this Memorandum of Understanding will be resolved by consultation between the Parties.

6. The Parties shall jointly develop specific programs and projects involving degree-granting institutions in one party and in the counterpart institutions of the other party in implementation of this Memorandum of Understanding.

7. Each Party shall foster, facilitate and promote the networking of universities, colleges, institutions and higher education systems between the Philippines and Newfoundland and Labrador.

8. Each Party shall facilitate the arrangement of other mutually agreed activities within its jurisdiction not specifically mentioned in this Memorandum but which are in accordance with the spirit of this Memorandum.

9. This Memorandum takes effect upon signature and will remain in effect until either Party requests its termination on six (6) months prior notice through diplomatic channels.
