MEMORANDUM OF UNDERSTANDING ON MALARIA CONTROL PROGRAMME TECHNICAL COLLABORATION BETWEEN THE GOVERNMENT OF THE REPUBLIC OF THE PHILIPPINES AND THE GOVERNMENT OF THE LAO PEOPLE'S DEMOCRATIC REPUBLIC

ARTICLE I
GENERAL

The Memorandum expresses the understanding between the Government of the Republic of the Philippines and the Government of the Lao People's Democratic Republic, hereinafter referred to as "Parties", concerning responsibilities and contributions respectively of the two governments with regards to technical collaboration on Malaria Control Programme.

The technical collaboration on Malaria Control Programme aims to strengthen the friendly relations between the two countries through joint undertakings in promoting health technology exchange to address the eradication of malaria which remains a constant and undiminishing threat in developing countries.

ARTICLE II
AUTHORITIES

The executing authorities of this technical collaboration will be:

For the Government of the Republic of the Philippines: The Malaria Control Programme of the Office for Public Health Services of the Department of Health;

For the Government of the Lao People's Democratic Republic : The Institute of Malaria Entomology and Parasitology of the Ministry of Public Health.

ARTICLE III
GUIDELINES FOR HEALTH COLLABORATION

This Memorandum is one of collaboration between the two Parties in pursuing health human resource development in Lao People's Democratic Republic.

Specifically, both Parties agree to develop a formal mechanism by which both Parties will participate in the formulation of technical health collaboration for Malaria Control Programme.

The Philippines shall:

1. Provide technical assistance in the actual implementation and training for human resource development especially on the areas of:

a) malaria diagnosis;

b) malaria epidemiology;

c) malaria entomology;

d) malaria control field operations;

e) chemotherapy and drug resistance.

2. Provide short-term consultants to follow up or supervise the implementation of the plan.

3. Promote exchange of health experts and participation in study/training courses in Malaria Control Programme.

4. The two Parties shall encourage their implementing authorities to coordinate in the above mentioned activities in accordance with the rules and regulations in force in each country.

ARTICLE IV
EFFECTIVITY

This Memorandum shall commence upon the final negotiation by both Parties as to the exact details of the Memorandum. Likewise, it shall commence upon the availability of funds for the project.

ARTICLE V
AMENDMENTS

This Memorandum may be modified or amended by written agreement between the two Parties or may be terminated by either Party six months prior by written notification to the other Party.

IN WITNESS WHEREOF, the Undersigned, duly authorized by their respective Governments, have signed this Memorandum.

DONE at Vientiane on the 17th day of October 1997, in two original copies in the English language.
