EXCHANGE OF NOTES CONSTITUTING AN AGREEMENT BETWEEN THE REPUBLIC OF THE PHILIPPINES AND THE UNITED KINGDOM FOR THE EXCHANGE OF PUBLICATIONS

S I R:

I have the honour to refer to your Note No, LP 483/6 of the 19th December, 1950, enclosing a list of Philippine official publications which the British Museum wish to acquire in exchange for the publications of His Majesty's Government selected by the Philippine Government, as listed in my previous Note No.189 of the 18th July, 1950.

I have the honour to inform you that the Philippine Government accepts these arrangements on the reciprocal basis outlined in the preceding paragraph and I have accordingly requested my Government to issue instructions to the Bureau of Public Libraries, as the designated agency of the Philippine Government, to commence forwarding the selected Philippine publications to His Majesty's Stationery Office, 429 Oxford Street, London, W.I., as the designated agency of His Majesty’s Government. The British publications for the Philippine Government may be forwarded to the Bureau of Public Libraries, Manila.

The list of nine publications given in the second paragraph of your Note under reference which the British Museum desires to receive although not listed as available by the Philippine Government, has been transmitted to the Bureau of Libraries with a request that special efforts be made to secure at least one copy of each publication. In case of recurring publications, my Government has likewise been requested to furnish all available issues published since July 1946, and to continue to furnish all future issues on the understanding that British publications of similar nature will also be forwarded in exchange.

Conformably with your request, the copy of the Stationery Office Consolidated List of Publications for 1949 has been transmitted to my Government for selection of additional items which may be the subject of future exchange as soon as a similar current list of Philippine publications has been submitted to the British authorities for selection.

It is my understanding that the arrangements for this reciprocal exchange of publications between our two Governments will be subject to review on the 1st August, 1951.

Your Excellency,

With reference to your Note No. 189 of the 18th July concerning the change of official publications between your Government and His Majesty’s Government, I have the honour to transmit to Your Excellency herewith a list of those publications of the Philippine Government which the British Museum wish to acquire. In exchange for these publications His Majesty’s Government prepared to supply all the items selected by the Philippine authorities from the Stationery Office Consolidated List for 1918, in accordance with the enclosure to your note under reference.

I have the honour to state that the British Museum is also particularly anxious to receive the publications mentioned below and although they are not included in the latest list prepared by the Philippine Government the Museum would be grateful if it were possible for them to be supplied:

(1) Reports and Recommendations of the Joint Philippine-American Finance Commission

(2) Yearbook of Philippine Statistics.

(3) Summaries of Philippine Foreign Trade Annual.

(4) As the Year Ended. (Review of Philippine business Conditions.) Annual.

(5) Astronomical Data. Monthly.

(6) National Language English Vocabulary.

(7) Philippine Economic Development.

(8) The Philippines, 1948.

(9) Proceedings of the Philippine Congress.

In the case of recurring publications the British Museum would be glad to acquire all available issues published since July 1946 and to continue to receive all future issues as published.

In order to bring up-to-date the arrangements for the exchange of publications between our two Governments, I have the honour to enclose a copy of the stationery Office Consolidated List of Publications for 1949 from which the Philippine authorities are invited to select such items as they desire and to request that I may be furnished in due course with the current list of available Philippine Government publications to enable the British Museum to select their requirements of non-recurring items. As soon as the Stationary Office List for 1950 is published, i.e. about March 1951, I wil1 arrange for a copy to be forwarded to Your Excellency.

I have the honour to inform you that subject to agreement by the Philippine Government to these arrangements, it is proposed that the position should be reviewed on the 1st August, 1951.
