MEMORANDUM OF UNDERSTANDING BETWEEN THE DEPARTMENT OF FOREIGN AFFAIRS OF THE REPUBLIC OF THE PHILIPPINES AND THE MINISTRY OF FOREIGN AFFAIRS OF THE STATE OF KUWAIT ON THE ESTABLISHMENT OF BILATERAL CONSULTATIONS

The Department of Foreign Affairs of the Republic of the Philippines and the Ministry' of Foreign Affairs of the State of Kuwait (hereinafter referred to as the "Parties")

Desiring to promote the development of relations of friendship and cooperation between both countries;

Convinced that sincere and constructive dialogue concerning all aspects of bilateral relations, regional and global topics will contribute and consolidate their intercourse internationally;

HAVE AGREED as follows:

ARTICLE I

The Parties hereby establish regular consultations (hereinafter referred to as "the Consultations") at senior officials level, between the Department of Foreign Affairs of the Republic of the Philippines and the Ministry of Foreign Affairs of the State of Kuwait to discuss modalities of extending and deepening the cooperation between the Parties as well as international issues of common interest.

ARTICLE 2

The Consultations may be held annually or more frequently as deemed necessary, alternately in Kuwait and Manila. The agenda of each meeting will be determined through diplomatic channels.

ARTICLE 3

The outcome of the Consultations shall not be made public, unless otherwise agreed upon by the Parties.

ARTICLE 4

The Parties may set up working groups or expert meetings in order to discuss specific areas of common interest.

ARTICLE 5

This Memorandum of Understanding may be amended by mutual consent of the Parties.

ARTICLE 6

This Memorandum of Understanding shall be valid for four (4) years. It shall enter into force on the date of the later notification by the Parties indicating compliance with their respective domestic requirements for its entry into force.

This MOU shall be automatically renewable for the same period unless one Party notifies the other in writing, through diplomatic channels, of its desire to terminate or amend this Agreement six (6) months prior to its expiration.

Done in duplicate at Kuwait City this 14th day of September 1997 corresponding to 12 Jamada Al I1418Hijra in the Arabic, and English languages, all texts being equally authentic. In case of divergency, the English text shall prevail.
