I have the honour to inform you of Canada's proposal to extend its participation in the "ASEAN-Canada Fisheries Post Harvest Technology Project" up to 30 September 1987, and to increase the project budget to an amount not to exceed C$2.5 million, under the same terms and conditions of the Memorandum o£ Understanding signed on behalf of ASEAN and the Government of Canada on 21 May 1982.
I have further the honour to request, on behalf of the Government of Canada, your response to this proposal. An affirmative response would be considered as constituting a formal understanding between Canada and ASEAN which would become effective upon notification of the Government of Canada by ASEAN of their concurrence.
On behalf of the Government of Canada, I will avail myself of this opportunity to extend to your Excellency the assurances of my highest consideration.

I have the honor to acknowledge receipt of your Excellency's Note of today's date expressing the willingness of Canada to extend its participation in the "ASEAN-Canada Fisheries Post Harvest Technology Project" up to 30 September 1987 and to increase the budget from C$1.5 to C$2.5 Million under the same terms and conditions of the Memorandum of Understanding signed between the government of Canada and the Association of Southeast Asian Nations (ASEAN) on 21 May 1981.
I have further the honor to confirm ion behalf of ASEAN that this reply to your Excellency's Note shall be considered as constituting an understanding between ASEAN and Canada, which will become effective upon notification to the Government of Canada by ASEAN of their confirmity, and will remain in force until terminated by either ASEAN or Canada.
For purpose of coordinating the implementation of this project, ASEAN will be represented by the Director General, ASEAN-Philippines in the Ministry of Foreign Affairs of the Philippines.
On behalf of ASEAN, I will avail myself of this opportunity to extend to your Excellency the assurances of our highest consideration.
