EXECUTIVE PROGRAMME FOR EDUCATIONAL, CULTURAL AND SCIENTIFIC COOPERATION BETWEEN THE GOVERNMENTS OF THE REPUBLIC OF THE PHILIPPINES AND THE REPUBLIC OF IRAQ

The Governments of the Republic of the Philippines and the Republic of Iraq in their desire to increase cooperation in the fields of education, culture and science in accordance with the educational, cultural and scientific agreement concluded on 26/I/19S2, have agreed on the following executive programme for educational, cultural and scientific cooperation for the years 1984-1985/1985-1986/1986-1987-

I. EDUCATION AND SCIENCE

ARTICLE 1

Both governments shall encourage direct cooperation between their universities, and the Iraqi government shall specifically convey the desire of Basrah University and Al-Mustansiryah University for the establishment of cogent bilateral relations with Philippine universities.

ARTICLE 2

Both countries shall exchange professors for the purpose of exchanging experience, undertaking scientific researches and delivering lectures for a period of 1-2 weeks as well as participating in scientific conferences, courses and seminars held in both countries. Details shall be agreed upon through diplomatic channels.

ARTICLE 3

The Iraqi government shall annually allocate studying scholarships to twelve (12) Filipino students under each of the following specializations/fields of study in Iraqi universities:

a. Computer Science/Engineering

b. Oil Engineering

c. Geology

d. Arabic Language

e. Islamic History

ARTICLE 4

The Philippine government shall annually allocate to twelve (12) Iraqi students studying scholarships in nursing, agriculture and communications.

ARTICLE 5

The Philippine government shall grant 1 or 2 months advance training in the fields of nursing, agriculture and communications for cadres working in the institutions under the Ministry of Higher Education and Scientific Research of the Republic of Iraq.

ARTICLE 6

The Philippine government shall accomodate ten (10) students of all studying stages from the college of Nursing at Baghdad. University in July and August of each year, for training in selected Philippine state hospitals.

ARTICLE 7

Both governments shall exchange scientific, literary, educational, cultural and sports publications, bulletins, magazines, film and researches, photos and films of transcripts.

ARTICLE 8

Both governments shall exchange experiences by means of exchanging publications in the following fields:

a. Theoretical and applied educational planning

b. Application of computer technology in the field of education

c. Designing and construction of school buildings by means of ready-made materials

ARTICLE 9

Both governments shall exchange researches, studies and publications in the following fields:

Educational systems of kindergarten and primary stages

Researches and studies in the fields of vocational technical education

Scientific bulletins, periodicals and films in the field of vocational-technical education

ARTICLE 10

Both governments shall exchange educational delegations consisting of three officials from the Ministry of Education of seven (?) days to be acquainted with different educational fields of common interest to both countries during the validity period of this programme.

ARTICLE 11

Both governments shall allocate short-term training scholarships in favor of each country considering their specialized fields and underwrite the expenses in accordance with Article 14-

II. CULTURE AND INFORMATION

ARTICLE 12

Both governments shall exchange scientific, cultural, informational and artistic exhibitions and publications,

ARTICLE 13

Both governments shall exchange musical, radio and television news programmes on national holidays and festivals.

III. GENERAL AND FINANCIAL CONDITIONS

ARTICLE 14

a. Short visits:

The sending government shall underwrite the travel expenses to and from the host country, while the receiving government shall be responsible for the study expenses, medical care in state hospitals and monthly allowances according to the rules and regulations in force in both countries. 

b. Studying scholarships

The sending side shall bear travel expenses to and from and the receiving side shall bear study expenses, medical care in state hospitals and monthly allowances according to the rules and regulations inforce in both countries, Details shall be agreed upon through, diplomatic

ARTICLE 15

Exhibitions:

The sending government shall underwrite the travel expenses to and from the place of exhibition.

The sending government shall underwrite the expenses of exhibition outside of its territory.

Both governments shall agree on the security measures and procedures for the protection of the exhibits.

The host government shall underwrite the transport expenses in all places of exhibition on its territories as well as the expenses of the organization and advertisement through posters, catalogs, and brochures of the exhibition.

The host government shall carry out all necessary procedures to protect the exhibit materials.

ARTICLE 16

This programme shall never prevent any possible cooperation between the two countries in the fields of education, science and culture which will strengthen the relations between them in such other activities that will be agreed upon through diplomatic correspondence.

Signed In Baghdad on 28/7/1984 in two (2) original copies, Arabic and English, and both copies shall have the same content, force and effect. In case of any misinterpretation, the English copy shall prevail.
