MEMORANDUM OF UNDERSTANDING ON THE WOMEN'S AND CHILDREN'S PROTECTION COURSE BETWEEN THE BRITISH GOVERNMENT AND THE PHILIPPINE NATIONAL POLICE MEMORANDUM OF UNDERSTANDING BETWEE THE BRITISH GOVERNMENT AND THE PHILIPPINE NATIONAL POLICE ON THE WOMEN'S AND CHILDREN'S PROTECTION COURSE

Mindful of the efforts of the Philippine National Police to deal effectively and sympathetically with the abuse of women and children through the establishment of Women's and Children's Desks throughout the Philippines;

And of the efforts of the British Government to assist the Philippine and other governments to combat the abuse of women and children, and bring the abusers to justice regardless of their nationality or the nationality of the victims;

The British Government will provide a four-week course to train a team of 16 instructors from the Philippine National Police. The course will consist of two parts:

Part one will teach the students how to investigate sexual abuse effectively and sympathetically. The course will utilize the relevant Philippine legislation and judicial process as a guiding framework. Subjects covered will include inter-agency cooperation; statement writing; cognitive interviewing; interviewing children; child development; victim trauma; suspect interview technique; pedophile profiling; and forensic evidence;

Part two will develop with the students, effective short modules covering the subjects taught in Part one, and increase their training skills and confidence.

The British Government will provide two highly qualified trainers from Durham Constabulary to conduct the training, and pay all their costs.

The Philippine National Police will propose sixteen suitable candidates for the course. One will come from each of the Philippine regions. All will have the potential to become trainers, suitable rank, and the right attitude and commitment to benefit from the course. Where possible the students will be involved in the Women's and Children's Desks in their regions.

The Philippine National Police will also monitor the progress of each participant following the course, and ensure that each is properly used by giving their own training programmes on the subjects covered in the course for at least one year following the course.

The Philippine National Police will pay for the costs of the course participants (other than the trainers) and of the training facilities and necessary equipment.

This Memorandum of Understanding will come into operation on 30 August 1997, and end one year following.the conclusion of the training course.
