In view of the existing friendly relations between the Republic of the Philippines and the State of Bahrain and to encourage and maintain such relations, based on amity and mutual benefits, the Government of the Republic of Philippines and the Government of the State of Bahrain have agreed on the following: 

The Contracting Parties undertake to promote, facilitate and strengthen manpower, economic, commercial, scientific, educational, cultural and technical cooperation between the Republic of the Philippines and the State of Bahrain.

The Contracting Parties agree that the relations referred to in Article (1) include and comprise the fields of manpower, trade and investment, industry, scientific, educational, cultural and technical cooperation.

Projects and activities referred to in Article (2) shall be based on individual agreements concluded on specific matters between the relevant governmental agencies and authorities, in accordance with the provisions of this Memorandum of Understanding.

The Contracting Parties shall endeavour to encourage their respective governmental agencies and private sectors to mutually strengthen their manpower, economic, commercial, scientific, educational, cultural and technical cooperation and to facilitate projects and contracts between them, including commodity agreements in accordance with their respective laws.

The Contracting Parties agree to assist within their respective capabilities to meet the requirements of manpower, exports, and scientific and technical expertise of the other through their respective governmental agencies and private sectors, subject to the laws and regulations effective in their countries.

The Contracting Parties shall encourage their commercial enterprises and organizations to participate industrial, commercial, technical exhibitions and trade missions, in either countries.

The Contracting Parties shall guarantee mutual respect and protection of the rights and interests of their nationals in accordance with their respective laws.

The Contracting Parties agree to establish a Joint Commission, at an appropriate level as agreed upon by the Contracting Parties, for the purpose of implementing and coordinating all aspects of manpower, economic, commercial, scientific, educational, cultural and technical cooperation between them;

(I) The Joint Commission, to be chaired by a Minister or a Deputy Minister, designated by each Contracting Party, shall be composed of relevant officials of the Government and the private sectors of the Contracting Parties;

(II) The Joint Commission may appoint sub-commissions which shall meet as often as mutually considered necessary;

(III) The Joint Commission shall prepare and determine in advance the agenda of each meeting on the basis of mutual agreement; and

(IV) The Joint Commission shall meet alternately in the Philippines and Bahrain every two years.

The Contracting Parties shall settle all differences on the interpretation or implementation of this Memorandum of Understanding by referring them to the Joint Commission or resort to the normal diplomatic process.

This Memorandum of Understanding shall be valid for a period of six (6) years from the date it enters into force and shall be renewed automatically for further periods of six years unless either of the Contracting Parties notifies the other in writing through diplomatic channels, about its intention to terminate it, at least six (6) months prior to the intended date of termination. The termination of this Memorandum of Understanding shall not affect the completion of existing projects or contracts signed under this Understanding.

Article (11)

This Memorandum of Understanding shall come into force upon signature by the Contracting Parties.

Done at Manama, on 11th March, 1997, in Arabic and English languages, all texts being equally authentic. In the event of conflict, the English text shall prevail.
