Pursuant to the Agreement on Scientific and Technical Cooperation between the Republic of the Philippines and the Kingdom of Thailand singed in Bangkok, Thailand on 11 April 1983, 

The Government of the Republic of the Philippines and the Government of the Kingdom of Thailand have agreed to further cooperation in the field of telecommunications as follows:

I. COOPERATION AND INTERCHANGE OF INFORMATION

Cooperation and exchanges shall be conducted under the following items:

- mutual cooperation as regards human resource development;

- exchange of information on national policies and regulations;

- exchange of information on new technologies;

- exchange of information on introduction of new services;

- opening of new services between the two countries, and further development of the current partnership in the field of telecommunications, including those involving the private sector;

- exchange of views on telecommunication matters related to APEC, ASEAN, and other similar organizations; exchange of views and cooperation in terms of the work of international telecommunications organizations of which both countries are members.

II. COOPERATIVE TRAINING PROGRAMS 

Promotion of a stronger and firmer cooperative program between the Philippine's Telecommunications Training Institute (TTI) and Thailand's Asian Institute of Technology (AIT) through a program for exchange of experts, trainors' training, and through other similar activities.
