EXECUTIVE PROGRAM OF THE CULTURAL AGREEMENT BETWEEN THE GOVERNMENT OF THE REPUBLIC OF THE PHILIPPINES AND THE GOVERNMENT OF THE PEOPLE'S REPUBLIC OF CHINA FOR 1984 AND 1985

The Government of the Republic of the Philippines and the Government of the People's Republic of China, desiring to further develop and strengthen the cultural exchanges and friendly relations existing between their two countries, on the basis of the cultural agreement signed in Beijing on 8 July 1979, have agreed, through mutual consultations, upon the following executive program for cultural exchanges for 1384 and 1985, subject to the laws and regulations of each country:

ARTICLE I
CULTURAL DELEGATIONS AND OBSERVATION GROUPS

The Chinese side will invite a delegation of six to eight members from the Philippine Cultural Planners’ Association for a two-week visit to China in April 1984.

The Philippine side will invite a Chinese Cultural Observation Delegation of six to eight members from China for a two-week visit to the Philippines in 1984.

The two sides will exchange a delegation of three to four artists to observe developments in the artistic field, the Philippine delegation to be headed by Mrs. Lucrecia Urtula.

ARTICLE II
PERFORMING ART GROUPS

A Chinese Beijing Opera Troupe will perform in the Philippines for two weeks in 1984.

A group of twenty-five members from the ballet Philippines of the Cultural Center of the Philippines will perform in China for two weeks in 1984.

The Philippine side will invite three to four dancers from the Shanghai Ballet Company to perform in the Philippines in 1984.

The Chinese side will invite a group of four to five performing artists to China for two weeks in 1985.

A Chinese acrobatic group of forty-five members will perform in the Philippines for two weeks in February 1985.

ARTICLE III
CINEMA

The Philippine side will hold a Philippine Film Week in China in 1984.

The Chinese side will hold a Chinese Film Week in the Philippines in 1985.

The two sides will exchange cinema literature.

ARTICLE IV
EXHIBITlONS

The Philippine side will hold a small-sized exhibition of photographic or print art in China in 1984.

The Chinese side will hold an exhibition on Chinese photographic art or some other small-sized exhibition in the Philippines in 1985. 

The content and duration of the exhibits shall be negotiated between the two sides.

ARTICLE V
WRITERS AND PUBLICATIONS 

A Chinese writers' delegation of three to five members will visit the Philippines in 1984.

A Philippine writers' delegation of three to five members will visit China in 1985.

A Philippine publishers' delegation of four to five members will visit China for ten days in 1984.

A Chinese publishers' delegation of four to five members will visit the Philippines for ten days in 1985.

Both sides will encourage the translation, publication and exchange of each other's outstanding works of literature and art.

Both sides will encourage their library networks to exchange books and other library materials.

ARTICLE VI
EDUCATION

The two sides will exchange three scholarships each year, the fields of study or areas of specialization to be decided through further consultations.

Both sides will encourage reciprocal invitations between their respective universities for professors and scholars to teach, lecture or do research on a short-term basis, subject to the provisions of Article VIII.

Both sides will exchange a five-member educational delegation for a visit of two weeks each.

The Philippine Social Science Council and the Chinese Academy of Social Sciences will each send three to five scholars for observation and exchange of ideas in the country of the other. 

ARTICLE VII
SPORTS

The two sides will encourage during the period 1984-1985 an exchange of not more than three sports teams each year for friendly competition, the details to be decided by both sides through consultations.

ARTICLE VIII
EXPENDITURES 

Both sides, unless otherwise stipulated, have agreed upon the following financial terms and conditions:

The sending country will pay for the international travel fare and transport expenses of the persons and items for exchange stipulated in the present executive program, and the receiving country will pay for the internal expenses such as board and lodging, transportation and medical treatment. The international travel and transport expenses to be borne by the sending country are those incurred from the sending country to the first city where the official visit starts in the receiving country, and from the city where the official visit ends back to the sending country.

Consultations on expenses for scholarships exchanged between the two countries, as well as the terms and conditions for the exchange of professors and scholars in the country of the other side, will be conducted between the Ministry of Foreign Affairs for the Philippine side and the Ministry of Education for the Chinese side.

ARTICLE IX
OTHERS 

Future consultations on details of the items for exchange stipulated in the present executive program will be conducted between the Ministry of Foreign Affairs for the Philippine side and the ministries and departments concerned for the Chinese side.

If it is necessary to add or omit some items during the implementation of the present Executive Program, agreement on them will be made through further consultations between the Ministry of Foreign Affairs for the Philippine side and the Ministry of Culture or other departments concerned for the Chinese side.

The present Executive Program will enter into force on the day of signing by the two sides.

Done in Beijing on this 10th day of January 1984, in the Pilipino, Chinese and English languages all three texts being equally authentic.
