MEMORANDUM OF UNDERSTANDING ON "STRENGTHENING THE MANAGEMENT AND FIELD IMPLEMENTATION OF THE FAMILY PLANNING/REPRODUCTIVE HEALTH PROGRAMME OF SELECTED LOCAL GOVERNMENT UNITS" BETWEEN THE GOVERNMENT OF THE REPUBLIC OF THE PHILIPPINES,THE GOVERNMENT OF THE NETHERLANDS AND THE UNITED NATIONS POPULATION FUND

WHEREAS, the Government of the Netherlands, through the Minister of Development Cooperation, hereinafter referred to as Minister, has decided to support the project "Strengthening the Management and Field Implementation of the Family Planning/Reproductive Health Programme" of the Government of the Republic of the Philippines.

WHEREAS, the project aims to have increased the number of couples/individuals practicing responsible sexuality and parenthood; and family planning/reproductive health in order to contribute to the improvement of women and children's health within the period 1994-1998.

WHEREAS, the United Nations Population Fund, hereinafter referred to as UNFPA, shall be the executing agency of this project and the Government of the Republic of the Philippines,
hereinafter referred to as Government, through the Department of Health and the fourteen (14) local government units (LGUs), shall be the implementing agency of the same. Both the Government and the UNFPA shall ensure the attainment of project objectives.

WHEREAS, through multi-bilateral arrangements with UNFPA, under the General Arrangement concluded on 10 April 1996 and the Arrangement signed on 30 July 1996, the Minister has provided a total maximum of FIVE MILLION SIX HUNDRED FIFTY SEVEN THOUSAND AND FORTY-FOUR DOLLARS (USD 5,657,044) to the project not to exceed the current equivalent maximum of NINE MILLION EIGHT HUNDRED NINETY-NINE THOUSAND EIGHT HUNDRED AND TWENTY-SEVEN NETHERLANDS GUILDERS (NLG 9,899,827).

Consequently, the Government, the Minister, UNFPA agree as follows:

1.This amount will be used to support the family planning and reproductive health (FP/RH) programmes of fourteen (14) provinces, namely, Batanes, Cagayan, Nueva Vizcaya, and Quirino in Region II, Ifugao, Kalinga and Apayao in the Cordillera Administrative Region (CAR), Palawan in Region IV, Capiz, Antique and Aklan in Region VI, and Surigao del Sur, Surigao del Norte and Agusan del Sur in Caraga Region.

2.This amount will specifically support FP/RH service delivery, training, IEC materials and activities, small-scale operations research, data processing, office, audio-visual and medical equipment medicines and medical supplies, contraceptives (DMPA), vehicles and community-based interventions.

3.The Government shall provide UNFPA with annual workplans and quarterly and annual program and financial status reports and shall keep UNFPA currently informed of the progress of activities.

4.UNFPA, in turn, shall provide annual project reports to the Minister on the basis of which fund releases shall be made.

5.UNFPA will organize annual Tripartite Project Reviews as well as Midterm and Final Evaluation Missions where the Government and the Minister will be invited to participate.

WHEREAS, the above-mentioned project will be implemented in conformity with the General Arrangement dated 10 April 1996, the Arrangement dated 30 July 1996, and the provisions stipulated in this Memorandum of Understanding (MOU). Therefore, the Government, the Minister and the UNFPA have signed this MOU.
