THE AGREEMENT BETWEEN THE DEPARTMENT OF NATIONAL DEFENSE OF THE REPUBLIC OF THE PHILIPPINES AND THE MINISTRY OF NATIONAL DEFENSE OF THE PEOPLE'S REPUBLIC OF CHINA ON THE ESTABLISHMENT OF THE OFFICES OF THE DEFENSE AND ARMED FORCES ATTACHES

The Department of National Defense of the Republic of the Philippines and the Ministry of National Defense of the People's Republic of China (herein referred to as "the two sides") with a view to fostering a cordial relationship between the defense establishments and armed forces of the two countries have agreed as follows :

ARTICLE I

The two sides shall establish their respective Offices of the Defense and Armed Forces Attaches (ODAFAs) at the Philippine Embassy in Beijing and the Embassy of the People's Republic of China in Manila on a date they deem appropriate after the signing of this Agreement.

ARTICLE II

The staffing of the respective ODAFAs shall be limited to three persons, composed of a Defense and Armed Forces Attache
(DAFA) and two enlisted personnel or the corresponding "secretaries" to be designated as Administrative Assistants.

ARTICLE III

The highest rank of the officers to be designated as DAFAs shall be of a Full Colonel on the part of the Republic of the Philippines and of a Senior Colonel on the part of the People's Republic of China. For the enlisted personnel or Administrative Assistants, the ranks shall be that of a Master Sergeant or below in the Armed Forces of the Philippines CAFP) on the part of the Republic of the Philippines and the corresponding "secretaries" in the People's Liberation Army (PLA) on the part of the People's Republic of China.

ARTICLE IV

The respective DAFAs shall be accredited accordingly to the different services (Army, Navy and Air Force) of the two armed forces.

ARTICLE V

Any intended increase in the number of the staff of the respective ODAPAs shall be subject to mutual agreement between the two sides.
Done in duplicate in Beijing on July 29 , 1996, in the English and Chinese languages, both texts being equally authentic.
