IN THE NAME OF GOD OF DEPARTMENT OF TRANSPORTATION AND COMMUNICATIONS OF REPUBLIC OF THE PHILIPPINES AND THE MINISTRY OF POST TELEGRAPH AND OF THE ISLAMIC REPUBLIC OF IRAN

In order to forge technical and economic cooperation between the two countries, specially in the fields of telecommunications and postal matters, the parties agree on the following :

1-To cooperate and utilize the capabilities of the other , where appropriate in the fields of posts and telecommunicating.

2-In order to enhance the technical capabilities of their personnel, the parties agree to embark on a program of cooperation in the technical manpower training and exchange of trainees and students in short, medium, and long-term courses in posts and telecommunications.

3-The cooperation program shall include the following :


3-1-Supply of telecommunications, equipment such as:

digital telephone equipment, transmission systems of digital MW Radio, various types of copper cable and fibre optic cable, and solar batteries,

3-2-The field of data transmission systems and interconnection of data networks,
 
3-3-Design of telecommunication networks,
 
3-4-Presentation of remote sensing engineering services,

3-5-Printing of postal stamps,

 
3-6-Presentation of postal designs and implementation of advanced postal coding systems,

3-7-Postal automation,

3-8-Holding of the technical fair for post and telecommunications in the Philippines.

4- In order to implement the above, the parties agree to embark on a program for the exchange of information, pursuant to which, the dispatch of related personnel/officials for technical and financial assessments shall be undertaken immediately.

This memorandum of understanding done and signed on 18 May 1996, in Tehran, in English in duplicate which both texts being equally authentic.
