AGREEMENT BETWEEN THE GOVERNMENT OF THE REPUBLIC OF THE PHILIPPINES AND THE GOVERNMENT OF THE LAO PEOPLE'S DEMOCRATIC REPUBLIC

The Government of the Republic of the Philippines and the Government of the Lao People's Democratic Republic, hereinafter called the "Parties", desiring to strengthen their relations of friendship and to provide facilities to official missions between both countries, have agreed to the following:

ARTICLE 1

1.Lao citizens holding valid Lao diplomatic passports, not accredited in the Philippines, shall be exempted from any visa requirement to enter and stay in the territory of the Republic of the Philippines for a period not exceeding 30 days.

2.Philippine citizens holding valid Philippine diplomatic passports, not accredited in Laos, shall be exempted from any visa requirement to enter and stay in the territory of the Lao People's Democratic Republic for a period not exceeding 30 days.

ARTICLE 2

1.Holders of valid Lao diplomatic passports travelling to the Philippines to assume their posts of assignment shall be required entry visas and shall be issued multiple-entry visas valid for one year renewable annually for the duration of assignment. This provision shall also apply to their dependents and household members provided they hold diplomatic passports.

2.Holders of valid Philippine diplomatic passports travelling to Laos to assume their posts of assignment shall be required entry visas and shall be issued multiple-entry visas valid for one year renewable annually for the duration of assignment. This provision, shall also apply to their dependents and household members provided they hold diplomatic passports.

ARTICLE 3

1.Representatives of the Lao PDR holding valid diplomatic passports travelling to the Philippines to assume posts of assignment at international organizations based in the Republic of the Philippines shall be required entry visas.
2.Representatives of the Republic of the Philippines holding valid diplomatic passports travelling to Laos to assume posts of assignment at international organizations based in Laos shall be required entry visas.

ARTICLE 4

Dependents of persons mentioned in article 3 holding valid diplomatic passports shall be similarly required entry visas.

ARTICLE 5

Holders of a Party's diplomatic passports may enter the territory of the other Party at all ports of entry opened for international traffic.

ARTICLE 6

This Agreement shall not forfeit the right of either Party to refuse entry or terminate a stay by citizens of the other Party seen as persona non grata or with negative conduct.

ARTICLE 7

Either Party may temporarily suspend the implementation of this Agreement in part or in full by reason of general stability or social orderliness, but shall give 30 days notification through diplomatic channels to the other Party.

ARTICLE 8

1.The Parties shall proceed to an exchange of their respective valid passport specimens through diplomatic channels.

2.Any Party modifying its passports shall present a specimen of the new passport to the other Party within 30 days prior to its use.

ARTICLE 9

This Agreement shall be effective 90 days following its execution. This Agreement may be terminated when deemed necessary but a 90 day notification shall be given in writing through diplomatic channels.
This Agreement is made in Manila, on the 23rd day of May 1996, in English.
