AGREEMENT ON CULTURAL COOPERATION BETWEEN THE GOVERNMENT OF THE REPUBLIC OF THE PHILIPPINES AND THE GOVERNMENT OF THE GERMAN DEMOCRATIC REPUBLIC

The Government of the Republic of the Philippines and the Government of the German Democratic Republic, hereinafter referred to as the Contracting Parties, desirous of strengthening the friendly relations existing between the two countries, and of promoting mutual understanding of the culture of each other's country and people, have agreed as follows:

ARTICLE I

The Contracting Parties agree to promote friendly cooperation in the fields of culture, art, education and sports on the basis of mutual respect for their sovereignty, equality and non-interference in each other's internal affairs, and in conformity with the laws and regulations in each country, bearing in mind the interests of their respective peoples.

ARTICLE II

The Contracting Parties will encourage exchanges in the fields of culture, art, education and sports.

ARTICLE III

The Contracting Parties will endeavor to promote in their respective countries the study of the language, culture and literature of the Other by exchanges of language teachers for teaching assignments to educational institutions or by such means as may be deemed appropriate in the course of cooperation,

ARTICLE IV

1. The Contracting Parties will encourage the exchange of publications between institutions engaged in the fields mentioned in Article I of this Agreement particularly between their national libraries, museums and other similar institutions.

2. The Contracting Parties shall also encourage the translation and. publication of works of authors from the other country which are of literary and artistic value.

ARTICLE V

The Contracting Parties agree to promote exchanges in sports and physical education through holding of athletic competitions on the basis of reciprocal invitations, or by other means which may be agreed upon separately by the competent sports authorities of the two countries.

ARTICLE VI

The Contracting Parties agree, on the basis of reciprocity and subject to the laws and regulations of their respective countries, to adopt the necessary measures for the protection on their respective territories of the literary and artistic property of each Other1s nationals, including national cultural treasures.

ARTICLE VII

The Contracting Parties s agree to consult each Other through diplomatic channels for the implementation of the present Agreement and work out programs of cultural exchanges which will also provide for financial arrangements, subject to mutual agreement.

ARTICLE VIII

Supplemental agreement necessary for the implementation of provisions of the present Agreement will be, in the case of each item of implementation, done through appropriate diplomatic channels.

ARTICLE IX

The provisions of the present Agreement shall be in conformity with the laws and regulations concerning the internal security of the Contracting Parties.

ARTICLE X

The present Agreement shall enter into force on the day of signature and shall be valid for a period of three (3) years, renewable automatically for successive periods of three years unless either of the Contracting Parties request its termination by serving a written notice to the Other Party six (6) months prior to the expiry of its term of validity. Done and signed in Manila on 6th July 1983 in two (2) copies.
