PLAN OF ACTION ON EDUCATION TOWARDS THE IMPLEMENTATION OF THE CULTURAL AGREEMENT BETWEEN THE GOVERNMENTS OF THE REPUBLIC OF THE PHILIPPINES AND THE SOCIALIST REPUBLIC OF VIETNAM

THE GOVERNMENT OF THE REPUBLIC OF THE PHILIPPINES AND

THE GOVERNMENT OF THE SOCIALIST REPUBLIC OF VIETNAM

NOTING that an agreement in cultural cooperation between the two countries was signed on 28 March 1995 on the basis of mutual respect for their sovereignty and in conformity with the laws : and regulations in force in each country and on the basis of equal partnership and mutual benefits;

DESIRING to promote cultural and educational cooperation systematically through a plan of action;

CONVINCED that culture and education are an important basis for expanding bilateral relations; and

RECONCILING that people-to-people contract through cultural and educational exchanges further contribute to promote the welfare of their respective peoples;

DO HEREBY ADOPT the following Plan of Action on Education Towards The Implementation of the Cultural Agreement Between the Governments of the Republic of the Philippines and the Socialist Republic of Vietnam.

ARTICLE I
CURRICULUM DEVELOPMENT PROJECTS AND EXCHANGE OF RELEVANT
EDUCATIONAL MATERIALS

A. Objectives:

o To integrate lessons about the country in the respective curricula of the two countries, more specifically the history of the country, art, literature, science and education and other relevant information; and
o To exchange resource materials dealing with instruction and information.

B. Strategies:

o Organization of study teams composed of education officials and curriculum experts from both countries;

o Organization of exchanges of education officials to observe curricular implementation in each country;

o Integration of relevant lessons in existing relevant curricula; and

o Sharing and exchanging of instructional materials.

C. Output:

o Comparative report on curricular trends;

o Identified concepts for integration in subject areas (Social Studies, specifically World Literature/World History) to better promote appreciation of both culture by students; and

o Inputs on curricular innovations/implementations.

ARTICLE II
INTER-COUNTRY EXCHANGE VISITS

An exchange program for professors, scholars and researchers, educators and social scientists and sports teams and coaches.

A. Objective:

o To experience first hand each country's development in the various fields and to add to their knowledge of cross-cultural perspectives.

B. Strategies:

o Study Tours and Observations;

o Forum/Consultative Workshops;

o Organization of sister schools, twinning programs; and

o Joint research undertakings in the fields of education management and education policies.

C. Outputs:

o Suggestions/Recommendations/Proposals on how to enrich linkages; Inter-agency networking;

o Exchange of information and experiences on general and current issues including agricultural specialists training and provision of education for the poor, among others; and

o Programs/Projects Organized.

ARTICLE III
EFFECTIVITY

This Memorandum of Understanding shall remain in force for a period of five years from the date of signing and shall be automatically renewed, unless one of the signatories notifies the other in writing at least six months prior to the expiry date of its intention to terminate this Understanding.

DONE IN THE CITY OF MANILA on 29 November 1995, in the English language in two originals, one for the Philippines and another for Vietnam.
