PROGRAM OF CULTURAL EXCHANGES BETWEEN THE REPUBLIC OF THE PHILIPPINES AND THE UNION OF SOVIET SOCIALIST REPUBLICS FOR 1983-1984

The Government of the Republic of the Philippines and the Government of the Union of Soviet Socialist Republics;

Acting in conformity with the Agreement on Cultural Cooperation between the two countries signed in Moscow on 7 July 1978, on the basis of mutual respect for the principles of sovereignty, equality and non-interference in each other's internal affairs and in conformity with laws, rules and regulations in force in their respective countries; Desirous of enhancing the cultural ties and friendly relations existing between their peoples and of sharing the rich cultural heritage of each other; Recognizing the need for greater appreciation and understanding of each other's culture, and the need to communicate significant developments in the fields of culture, art and literature;

Have agreed to undertake the following Program of Cultural Exchanges for the years 1983-1984:

1. The Two Sides agree to encourage exchanges in the disciplines of art for the purpose of providing a broader view of the different forms of art and culture of each other's methodological development in these disciplines.

2. The Philippine Side will send and the Soviet Side will receive a national ballet troupe, 45 persons, for 21 days, 1983.

3. The Soviet Side will send and the Philippine Side will receive an exhibition "Art of Russian Ballet from its sources to our days," for 25 days, accompanied by two persons, for 35 days, 1983.

4. The Soviet Side will send and the Philippine Side will receive specialists to provide consultative assistance for the Cultural Center of the Philippines, 3 persons, for 60 days, 1983.

5. The Philippine Side will send and the Soviet Side will receive soloists with accompanists, 4 persons, for 10 days, 1983.

6. The Soviet Side will send and the Philippine Side will receive soloists with accompanists, 4 persons, for 10 days, 1983.

7. The Philippine Side will send and the Soviet Side will receive representatives for exchange of work experience of cultural institutions, 2 persons, for 10 days, 1983.

8. The Soviet Side will send and the Philippine Side will receive representatives for exchange of work experience of cultural institutions, 2 persons, for 10 days, 1983.

9. The Soviet Side will send and the Philippine Side will receive two composers to familiarize themselves with the musical life and to establish creative contacts, for 10 days, 1983.

10. The Soviet Side will send and the Philippine Side will receive a delegation of writers, 3 persons, for 10 days, 1983.

11. The Soviet Side will send and the Philippine Side will receive representatives for familiarization with architectural and construction practice and for negotiations on the preparation of the XV Congress of International Union of Architects, 3 persons, for 12 days, 1983.

12. The Philippine Side will send and the Soviet Side will receive representatives for familiarization with architectural and construction practice and for negotiations on the preparation of the XV Congress of International Union of Architects, 3 persons, for 12 days, 1983

13. The Philippine Side will send and the Soviet Side will receive an artistic group, 30 persons, for 14 days, 1984.

14. The Soviet Side will send and the Philippine Side will receive a ballet troupe of the State Theatre of opera and ballet named after Stanislavsky and Nemirovich-Danchenko, 85 persons, for l4 days, 1984.

15. The Soviet Side will send and the Philippine Side will receive a group of artists of one of the Soviet Union Republics 25 persons, for 10 days, 1984.

16. The Soviet Side will send and the Philippine Side will receive an artistic exhibition for l4 days, accompanied by 2 persons, for 20 days, 1984.

17. The Philippine Side will send and the Soviet Side will receive Philippine Art exhibit for 20 days, accompanied by 2 persons, for 20 days, 1984.

18. The Soviet Side will send and the Philippine Side will receive specialists to render consultative assistance for the Cultural Center of the Philippines, 3 persons, for 20-30 days, 1984.

19. The Soviet Side will send and the Philippine Side will receive soloists with accompanists, 4 persons, for 10 days, 1984.

20. The Philippine Side will send and the Soviet Side will receive soloists with accompanists, 4 persons, for 10 days, 1984.

21. The Soviet Side will send and the Philippine Side will receive representatives for familiarization with the work experience of cultural institutions, 3 persons 3 for 10 days, 1984.

22. The Philippine Side will send and the Soviet Side will receive representatives for familiarization with the work experience of cultural institutions, 3 persons, for 10 days,

23.The Philippine Side will send and the Soviet Side will receive 2 composers for familiarization with musical life and for creative meetings with colleagues, for 10 days, 1984. 

24. The Philippine Side will send and the Soviet Side will receive a delegation of writers, 3 persons, for 10 days, 1984.

25. The State library of the USSR named after V.I. Lenin and the National Library of the Philippines will establish cooperation and will develop ties on international book exchange and subscription, as well as exchanges of book exhibits.

26. The Philippine Side will send and the Soviet Side will receive during the years 1983-1984, 5 persons for complete study course in higher educational establishments and 5 persons for post-graduate scholarship and scientific-pedagogic practice. The candidates, sent to study on these specialities, must have the necessary preparation.

27. The Soviet Side will send and the Philippine Side will receive in 1983 and 1984, two professors of the Russian language to teach at Government educational institutions. The Soviet Side expressed readiness to receive for different probationary periods on the Russian language Philippine students and professors of the Russian language.

28. The Soviet Side will send and the Philippine Side will receive, on a contract basis, a professor in Mathematics in 1983 and 1984.

29. The Soviet Side will take part in the International Cinema Festival in Manila, 1983 and 1984.

30. The Philippine Side will send films and delegations (3 persons, for 7 days) to the International Cinema Festivals in Moscow (1983) and Tashkent (1984).

31. The Two Sides will encourage the exchange of films and delegations (3 persons, for 10 days ) in 1983 and 1984 for the holding of a Soviet filmweek in the Philippines and a Philippine filmweek in the USSR.

32. The Philippine Side will send and the Soviet Side will receive puppeteers to undergo training in the art of puppetry, 2 persons, for 30 days, 1984.

33. The Philippine Side will send and the Soviet Side will receive one (1) professor to observe the operations of children's theatre, for 30 days, 1984.

34. The All-Union Agency on Copyright will send an exposition and a delegation to the International Book Fair, 2 persons, for 8 days, 1983.

35. The Two Sides will promote the development of ties in the field of health care through exchanges of information upon request of the institutions concerned.

36. The Two Sides will encourage sport exchanges.

37. Both Sides will render assistance in the development of ties between the capitals of both States: Metropolitan Manila and Moscow.

GENERAL DISPOSITIONS

38. The present Program does not exclude additional arrangements in the field of cultural exchange which may be carried out by mutual agreement.

39. Except in cases where other arrangements will have been agreed upon, the above-mentioned exchanges will be carried out on the following financial conditions. 

1) The sending Side will bear the travel expenses of its own companies, delegations and individual participants to the receiving country and back.

2) The receiving Side will bear the expenses covering the stay of the companies, delegations and individual participants of the other country in the above-mentioned exchanges including accommodations, meals and transportation for internal trips.

3) The receiving Side will provide for the participants of the sending Party free medical service in case of illness and accident excluding the treatment of chronic diseases and sophisticated dental treatment. Done in Manila this 8th day of April 1983, in two copies in the English and Russian languages, both texts being equally valid.
