AGREED MINUTES
Delegations representing the Government of the Republic of the Philippines and the Government of the Hashemite Kingdom of Jordan (List of Delegations appear in the attachment) met in Amman on 14-16 September 1995 as a continuation of the previous meeting which took place in Manila on 27-28 February 1995 to discuss matters related to the air services agreement, i.e. the route schedule, frequency, capacity and Paragraph 2(d) of Article IV of the initialed text of the Air Services Agreement.
The negotiations were conducted in a friendly and cordial atmosphere.
After the representatives of both airlines have discussed thoroughly the pending issues on the route schedule, frequency and capacity, both Delegations have agreed on the following:
1. Route Schedule:
Section A:
Routes to be served by the designated airline of the Hashemite Kingdom of Jordan in both directions:
Points of Origin Intermediate Point Point of Destination Points in Jordan Bangkok or
Singapore or
Kuala Lumpur ManilaNote: Intermediate points above may be operated alternately for each frequency.
Section B:
Routes to be served by the designated airline of the Republic of the Philippines in both directions:

Each designated Airline is entitled to operate two weekly frequencies with any type of aircraft, subject to a joint service commercial arrangement between the two airlines in order to enable the non-operating airline to contribute in promoting this operation for the benefit of both airlines. The operating airline shall provide the non-operating airline a specified number of seats (free of charge) for its use and/or sale. Additional seats shall be provided to the non-operating airline at preferential rates.
It is understood that the commercial arrangement will not involve payment of royalties.
3. Traffic Rights
Fifth freedom traffic rights may be exercised by each designated airline subject to a separate commercial agreement between the designated airlines.
Both Delegations agreed to limit Article IV paragraph 2(d) of the initialed text of the Air Services Agreement to items enumerated under Article 24 of the Chicago Convention after the Philippine Delegation explained the implications of the inclusion of "official documents" in the Agreement.
Both Delegations discussed the possibility of negotiating a separate bilateral agreement on the avoidance of double taxation between their countries. The Jordanian Delegation informed the Philippine Delegation that it would propose, through diplomatic channels, the holding of such discussions.
Considering certain technicalities and formalities, both Delegations agreed to exchange Full Powers and sign the Air Services Agreement between the Government of the Republic of the Philippines and the Government of the Hashemite Kingdom of Jordan at a mutually acceptable date in the future.
