CULTURAL AND EDUCATIONAL COOPERATION AGREEMENT BETWEEN THE GOVERNMENT OF THE REPUBLIC OF THE PHILIPPINES AND THE GOVENRMENT OF THE REPUBLIC OF TURKEY

The Government of the Republic of the Philippines and the Government of the Republic of Turkey;

Inspired by a common desire to further strengthen the existing friendly relations between the two countries, and to promote mutual understanding and knowledge between their peoples;

Have agreed as follows:

ARTICLE I

The Contracting Parties shall encourage and promote cooperation in the fields of:

a) literature, music, crafts, visual and performing arts, and other activities of cultural natures;
b) education and research;
c) mass media;
d) social and youth activities;
e) sports.

ARTICLE II

The Contracting Parties shall facilitate and encourage the exchange of educators, professors, writers, artists and other cultural groups of common interest.

ARTICLE III

Either Contracting Party shall, within the available resources, endeavor to provide facilities and scholarships students and other personnel of the institutions of higher education and research institutions.

ARTICLE IV

Each Contracting Party shall examine and evaluate the diplomas, certificates and university degrees granted by the other Party with a view to determining their equivalence.

ARTICLE V

The Contracting Parties shall encourage, within the limit of their respective laws and regulation, the introduction and distribution in their territory of:

a) films, musical works of radio and television;
b) works of art and their reproduction;
c) books, pamphlets, periodicals and other publications of cultural, artistic and scientific nature;
d) educational materials;
e) documents on archeology and museology.

ARTICLE VI

The Contracting Parties shall, where they deem it feasible, promote and facilitate

a) the exchange of scientific knowledge between the two countries, and
b) the attendance by experts of each country at conferences, seminars and other meetings held in the country of the other.

ARTICLE VII

The Contracting Parties shall encourage the cooperation in the fields of museology and protection and promotion of cultural heritage through exchange of experts and information and technology transfer.

ARTICLE VIII

The Contracting Parties shall endeavor to facilitate reciprocal visits of sports teams, artists, dance and music troupes, youth groups of non-political and experts in other fields of common interests.

ARTICLE IX

The Implementation of this Agreement shall be subject to the laws and regulations of either Contracting Party.

ARTICLE X

A Joint Commission of representative of both Contracting Parties shall be established and shall meet at least once every two years, alternately in Turkey and in the Philippines, for the implementation of the present Agreement. It shall also consider the preparation and conclusion of cultural exchange programmes between the two countries.

ARTICLE XI

The present Agreement shall enter into force on the date of the last notification by either Contracting Party to the other Party that it has completed its necessary procedures for the entry into force of the present Agreement.

ARTICLE XII

The present Agreement shall remain in force until the expiry of 180 days from the date on which either Contracting Party notifies the other Party in writing, through diplomatic channels, its desire to terminate the Agreement.

IN WITNESS WHEREOF, the undersigned, being duly authorized thereto by their respective Governments, have signed the present Agreement and have affixed their respective seals thereto.
