MEMORANDUM OF UNDERSTANDING
Germany and the Philippines wish to strengthen and develop further their traditionally good bilateral economic relations.
This applies not only to bilateral trade but increasingly to foreign investment. Heavier investment by foreigners presupposes, apart from a well-functioning infrastructure, a stable legal framework affording comprehensive legal protection.
Germany and the Philippines reaffirm their intention to conclude as soon as possible a treaty on the promotion and reciprocal protection of investments. Negotiations are to commence in Manila on 17 October 1994.
