Metropolitan Manila, represented by Ismael A. Mathay, Jr., Chairman of the Metropolitan Manila Authority on one hand,

The Region of Ile-de-France, represented by Michel Giraud, President of the Regional Council of Ile-de-France, on the other, wishing to strengthen the friendly ties that bind the two metropolitan regions,

aware of the benefits that cooperation will bring to the well-being and quality of life of their constituents,

determined to use the cooperation, in all its aspects, for the development of the two regions,

have decided to define, through the present agreement, the framework of cooperation within the areas of competence of the Metropolitan Manila and the Region of Ile-de-France.

ARTICLE I

The following fields will be the object of cooperation and exchanges between the two parties:

- Economic Development

- Professional Training

- Urban Development

- Environment

- Education and Culture

- Tourism

The cooperation can be extended to all other fields recognized to be of common interest by the two parties.

ARTICLE II

On the basis of reciprocity, each party can organize exchange missions of short periods in the above-mentioned fields.

The sending party shall defray the cost of the international transportation expenses of experts. Local transportation expenses, stay and accommodation will be provided by the inviting party.

ARTICLE III

Both parties will exchange publications, and all information useful to the advancement of their joint activities.

ARTICLE IV

Each party will designate the person or persons responsible for ensuring the smooth implementation of the present cooperation agreement.

ARTICLE V

Both parties will jointly prepare a programme to specify the areas of cooperation and the means of implementation of their joint activities.

ARTICLE VI

Both parties may, if necessary, request the cooperation of international organizations in order to finance or implement projects provided for in this agreement.
Done in Paris, the 14th of September 1994, in six copies, two in English, two in Filipino and two in French, all six texts being equally authentic.

FIRST PROJECTS UNDER CONSIDERATION

A) in the field of economics :

- organization of a mission of lie de France companies in Manila to help them find Filipino partners;

- development of exchanges between the companies in both regions.

B) in the field of professional training :

- setting-up of business administration training programmes for Filipino economic executives;

- carrying out of administrative management training seminars.

C. in the field of urban development :

- organization of a short-term-period mission of IAURIF experts in Manila to make a general study, specially in the field of transportation;

- training in Ile-de-France of executives in charge of urban management.

D) in the field of environment :

- development of exchanges in the field of open spaces, parks and gardens and forests;
