JOINT STATEMENT ISSUED BY HON. RODOLFO C. SEVERINO JR., UNDERSECRETARY OF FOREIGN AFFAIRS OF THE REPUBLIC OF THE PHILIPPINES AND HON. JALBUU CHOINKHOR, DEPUTY MINISTER FOR EXTERNAL RELATIONS OF MONGOLIA

1. The Honorable Jalbuu Choinkhor, Personal Envoy of H.E. Punsalmaagiyn Orchibat, President of Mongolia, paid an official visit to the Philippines from 12-14 May 1994 upon the invitation of the Honorable Rodolfo C. Severino, Jr., Undersecretary of Foreign Affairs of the Republic of the Philippines.

2. During the course of his visit, the Honorable J. Choinkhor called on Honorable Roberto R. Romulo, Secretary of Foreign Affairs.

3. H.E. President Fidel V. Ramos received the Honorable J. Choinkhor on 13 May 1994 and exchanged views on bilateral, regional and international issues. The Personal Envoy also handed over a message for H.E. President Fidel V. Ramos from H.E. President Punsalmaagiyn Ochirbat inviting President Ramos to visit Mongolia. H.E. President Fidel V. Ramos reiterated his invitation for H.E. President Punsalmaagiyn Ochirbat to visit the Philippines next year at a mutually convenient time.

4. Honorable J. Choinkhor held official talks with Foreign Affairs Undersecretary Rodolfo C. Severino and representatives from the Departments of Trade and Industry, Finance and National Defense. During their discussion, the two sides reviewed the situation hi Asia and exchanged views on the further development of the Philippine-Mongolian bilateral relations.

5. The Philippines side expressed continued support to Mongolia's movement to democratization and market economy and the Mongolian side expressed appreciation for that. In this regard, the Philippines expressed its readiness to provide Mongolia with technical assistance, especially in the area of training for its officials and providing scholarships to Mongolian students.

6. The two sides also agreed to hold political consultations more often and to develop close economic cooperation between the public and private companies of the two countries. In this context, direct investment and joint ventures will be encouraged and facilitated especially in the field of small scale industries, petroleum and coking coal.

7. The two sides agreed that both countries1 citizens holding a national passport valid for foreign travel can visit each other's country without visas for twenty-one (21) days upon signing of the agreement.

8. The Mongolian side expressed its desire to expand political and mutually beneficial economic cooperation with the countries of Asia and its regional organizations like Asian and Pacific Economic Cooperation (APEC), Association of Southeast Asian Nations (ASEAN). The Philippine side welcomed the Mongolian desire and expressed its willingness to support the exploration of possible dialogues between Mongolia and the various sub-regional bodies.

9. The personal envoy expressed his sincere gratitude to his counterpart for the warm hospitality accorded to the Mongolian delegation.
