AGREEMENT BETWEEN THE GOVERNMENT OF THE REPUBLIC OF THE PHILIPPINES AND THE GOVERNMENT OF THE STATE OF KUWAIT ON COOPERATION IN THE FIELDS OF OIL AND GAS
The Government of the Republic of the Philippines and the Government of the State of Kuwait, hereinafter referred to as “the Parties”,
Desiring to promote and further strengthen friendly relations between their countries,
Desiring to strengthen and develop cooperation between their countries in the fields of oil and gas,
Have agreed as follows:
Article 1
Purpose
This Agreement establishes a general framework for cooperation between the Parties to promote and encourage joint activities in the fields of oil and gas, in accordance with the legislation of both countries.
Article 2
Exploring, Producing and Refining Oil and Gas
The Parties shall:

Organizations and International Relations
The Parties shall encourage coordination between their delegations at meetings of international organizations related to the petroleum industry.
Article 4
Training and Rehabilitation
The Parties shall facilitate:

Cooperation between the Private Sector
The Parties shall encourage the conclusion of agreements between private sector institutions and companies of both countries in the fields of oil and gas and the petrochemical sector.
Article 6
Mechanism of Implementation
A Joint Technical Committee composed of representatives of both Parties shall be established to formulate detailed and timely programs for the implementation of this Agreement. This Committee shall hold its meetings upon the request of either Party. Meetings shall be held in either country on an alternate basis.
Article 7
Entry into Force
Done in Manila this 15th day of August 2008 in two original texts, in the Arabic and English languages, both texts being equally authentic.
In case of divergence in the interpretation of the provisions of this Agreement, the English text shall prevail.

Desiring to strengthen and develop cooperation between their countries in the fields of oil and gas,
Have agreed as follows:
Purpose
This Agreement establishes a general framework for cooperation between the Parties to promote and encourage joint activities in the fields of oil and gas, in accordance with the legislation of both countries.
Exploring, Producing and Refining Oil and Gas
The Parties shall:
- study the prospect of collaboration to conduct joint projects in the fields of exploring, producing and refining oil and gas, in light of economic and technical studies prepared by the Parties,
- study the possibility of establishing joint projects in the field of petrochemicals, and
- exchange experience, expertise and information in the fields of drilling, and oil and gas refining in both countries
Organizations and International Relations
The Parties shall encourage coordination between their delegations at meetings of international organizations related to the petroleum industry.
Training and Rehabilitation
The Parties shall facilitate:
- the rehabilitation and training of technical personnel in the fields of oil and gas by organizing specialized training courses in training centers situated in their respective countries, and
- The exchange of visits by technical personnel from institutes and petroleum facilities of both countries.
Cooperation between the Private Sector
The Parties shall encourage the conclusion of agreements between private sector institutions and companies of both countries in the fields of oil and gas and the petrochemical sector.
Mechanism of Implementation
A Joint Technical Committee composed of representatives of both Parties shall be established to formulate detailed and timely programs for the implementation of this Agreement. This Committee shall hold its meetings upon the request of either Party. Meetings shall be held in either country on an alternate basis.
Entry into Force
- This Agreement shall enter into force on the date of the later written notification whereby one of the Parties informs the other through diplomatic channels that it has satisfied the legal national procedures required for its entry into force.
- This Agreement may be amended with the written consent of both Parties. Such amendment will be effective in accordance with the procedures mentioned in the previous paragraph.
- This Agreement shall remain in force for a period of five (5) years and automatically renewed for similar periods, unless either Party notifies the other in writing about its intention to terminate this Agreement within six months from the intended date of termination.
