EXECUTIVE PROGRAM OF THE CULTURAL AGREEMENT BETWEEN THE GOVERNMENT OF THE REPUBLIC OF THE PHILIPPINES AND THE GOVERNMENT OF THE PEOPLE'S REPUBLIC OF CHINA FOR 1982 - 1983

The Government of the Republic of the Philippines and the Government of the People's Republic of China, desiring to develop and strengthen further the cultural exchanges and friendly relations existing between their two countries, on the basis of the Cultural Agreement signed in Beijing on 8 July 1979, have agreed, through mutual consultations, upon the following Executive Program for Cultural Exchanges for the period 1982-1983, subject to the laws and regulations of each country:

ARTICLE I CULTURE AND ART
1. The Chinese side will invite a Philippine Cultural delegation of not more than ten members for a visit of one to two weeks to China in 1982.

2. The Chinese side will invite a party of three members headed by Dr. Lucresia Kasilag, President of the Cultural Center of the Philippines, to give concerts featuring Dr. Kasilag's works in collaboration with Chinese musicians in Beijing in April 1982.

3. The Chinese side will send a choral group of about 30-40 members for a performance visit in the Philippine in January 1983.

4. The Philippine side will invite the Shanghai Ladies String Quartet accompanied by one interpreter for a performance visit in the first half of 1982.

5. The Chinese side will send a dramatists delegation of three or four members for a visit to the Philippines in 1982.

6. The Philippine side will send a 12-member drama group called "Sining Silanganan" for a performance tour of China sometime in April 1983.

7. Both sides will exchange five-member delegation of writers for visits of about ten days. The Philippine side will send its delegation in 1982; the Chinese side will send its delegation in 1983.

8. The Chinese side will hold an exhibition in China of Philippine Photographic Art sometime in 1982. The exhibition will be accompanied by two escorts.

9. Each side will hold a folk arts and crafts exhibition in the country of the other side. The Chinese exhibition will be held in the Philippines in 1982; the Philippine exhibition will be held in China in 1983, each lasting about ten days and to be accompanied by three to four escorts.

10. The Chinese side will send a three-member group to visit the Philippines and to study the latter's dances. The time and duration of the visit will be decided through separate consultations.

11. Both sides will exchange a group of three to four singers and instrumentalists for solo and duet performances in 1983. The time and duration of the visits will be decided through separate consultations.

12. The Philippine side will send the University of the Philippines Cherubim and Seraphim (Children's Choir) for a performance tour sometime in 1982.

13. Both sides will encourage the exchange of publications and translations of each other's outstanding works of literature and art.
ARTICLE II EDUCATION
1. The Chinese side will send a six-member educational delegation for a study visit of one or two weeks in the Philippines in 1982.

2. Both sides will exchange three scholarships, the fields of study to be decided through separate consultations.

3. Both sides will encourage reciprocal invitations between their respective universities for professors and scholars to teach, give lectures, or do research on a short-term basis, subject to the provisions of Article V.
ARTICLE III SPORTS
1. The two sides will encourage during the period 1982-1983 an exchange of one sports team each year for friendly competition, the details to be decided by both sides through future consultations.

2. The Philippine side will invite three to five. Chinese experts and/or coaches in martial arts and gymnastics to conduct workshops in those two fields at the University of Life sometime in 1982.
ARTICLE IV EXPENDITURES

The two sides, unless otherwise stipulated, have agreed upon the following financial terms and conditions:

1. The sending country will pay for the international travel fare and transport expenses of the persons and items for exchange stipulated in the present Executive Program, and the receiving country will pay for the internal expenses, such as board and lodging, transportation, and medical treatment. The international travel and transport expenses to be borne by the sending country are those incurred from the sending country to the first city where the official visit starts in the receiving country, and from the city where the official visit ends back to the sending country.

2. Consultations on expenses for scholarships between the two countries and for the professors and scholars teaching in the country of the other side, shall he conducted for the Philippine side through diplomatic channels and for the Chinese side with the Ministry of Education.

3. Consultations on expenses for Chinese experts and/or coaches in martial arts and gymnastics holding workshops in Manila shall be conducted separately, for the Philippine side through diplomatic channels and for the Chinese side with the Commission for Physical Culture and Sports.

ARTICLE V OTHERS

1. Future consultations on details of the items for exchange stipulated in the present Executive Program shall be conducted for the Philippine side through diplomatic channels and for the Chinese side with the Ministries and Departments in charge.

2. If it is necessary to add or omit some items during the implementation of the present Executive Program, agreement on them will be made through further consultations between the two sides through diplomatic channels.

3. The present Executive Program will enter into force on the day of signing by the two sides.

Done in Manila on this 22ndnd day of March 1982, in the Pilipino, Chinese and English languages, all three texts being equally authentic.
