MEMORANDUM OF UNDERSTANDING BETWEEN THE DEPARTMENT OF TRADE AND INDUSTRY, REPUBLIC OF THE PHILIPPINES AND THE MINISTRY OF INDUSTRY, SYRIAN ARAB REPUBLIC
The Department of Trade and Industry of the Republic of the Philippines and the Ministry of Industry of the Syrian Arab Republic, hereinafter referred to as the “Parties”,
HAVE AGREED ON THE FOLLOWING:
Article I
The Parties shall, subject to their respective laws and regulations, develop bilateral scientific, technological and administrative cooperation in the industrial field and promote cooperation between public and private organizations in both countries.
Article II
The Parties, in conformity with their laws, regulations and policies shall encourage industrial cooperation between the two Parties in the following activities:
Article III
The Parties endeavour to exchange experts, experiences and information within their capabilities in the field agreed upon particularly on existing industries in both countries to raise awareness on industrial products and used production methods.
Article IV
The Parties cooperate to implement the comprehensive quality system in the different industrial plants in both countries and recognize conformity assessment issued by the authorities concerned.
Article V
This Memorandum of Understanding shall enter into force on the date of the receipt of the last written notification, through diplomatic channels, confirming the completion of the necessary internal procedures required for the entry into force of this Memorandum of Understanding.
This Memorandum of Understanding shall remain valid for a period of five (5) years and renewed automatically for similar periods, unless either of the Contracting Parties notifies the other in written forms, through diplomatic channels, of its intention to terminate this Memorandum six (6) months prior to its expiration.
Done in Boracay, Philippines on 24 November 2009, in two original copies each in Arabic and English languages, both texts being equally authentic. In case of divergence of interpretation, the English text shall prevail.
Entry into Force: May 31, 2011
DESIRING to enhance the cooperation relations between the two parties in different industrial fields,
SEEKING to strengthen the friendly relations and mutual understanding existing between them;
HAVE AGREED ON THE FOLLOWING:
The Parties shall, subject to their respective laws and regulations, develop bilateral scientific, technological and administrative cooperation in the industrial field and promote cooperation between public and private organizations in both countries.
The Parties, in conformity with their laws, regulations and policies shall encourage industrial cooperation between the two Parties in the following activities:
- Exchange information and technical, scientific, administrative, and legislative experiences relating to maintenance programmes and industrial modernization
- Encourage public and private sectors to establish joint ventures, especially in the field of manufacturing car components, food products, steel, cast iron, textile and garments.
- Support the cooperation between the specialized technical centers
- Support the cooperation existing in the field of standardization and metrology
- Exchange information and experiences on matters relating to the establishment of industrial zones and joint investment.
- Technology transfer and competences
- Participate in related workshops, conferences and exhibits held in both countries.
