SPORTS COOPERATION PROGRAMME BETWEEN THE PHILIPPINE SPORTS COMMISSION AND THE HIGH COUNCIL FOR SPORT OF SPAIN ON SPORTS COOPERATION

The Philippine Sports Commission of the Republic of the Philippines and the High Council for Sport of Spain, hereinafter referred to as “Signatories”

Desirous of developing their relations in the field of sports and physical education by taking into account that both of these activities constitute a solid foundation for the strengthening of friendly relations and mutual understanding;

Emphasizing their interest in establishing contacts for sports cooperation and their shared desire to collaborate in the maintenance of fundamental sporting principles such as that included in the Olympic Charter of “contributing to the building of a better and more peaceful world by educating youth through the practice, without discrimination of any kind, of sports requiring mutual understanding, a spirit of friendship, solidarity and fair play;”

Have agreed as follows:

I
This Programme will provide the framework for the Signatories to initiate Sports Cooperation within the framework of their respective powers and competence, by fostering as a priority the exchange of expertise in;

     
  1. institutional cooperation; 
  2. the field of science and technology applied to sport; 
  3. medicine for sports practitioners; 
  4. the struggle against doping; 
  5. the sponsorship and patronage of sports; 
  6. the organization of sporting events; 
  7. the training of sports specialists and administrators; 
  8. programmes for the support and encouragement of sport for the disabled; 
  9. the protection of young practitioners of sports; and 
  10. the field of women and sport

With a view to meet the objectives of this Programme the Signatories agree to:

     
  1. Collect information and exchange points of view through consultation on questions of mutual interest 
  2. Provide information on the experience obtained in the provision of sports facilities, planning and building of sports installations. 
  3. Exchange information, through periodical and other publications, related with sports issues of common interest. 
  4. Provide information on Seminars, Congresses and other meetings that may be held. 
  5. Share expertise, in the manner to be determined, in the realm of sports planning, sports legislation, medicine for sports participants, control of doping, etc. 
  6. Support activities related with sports for all, municipal sport, etc. and will channel the performance of these activities through the competent authorities. 
  7. Support the interchange of activities though the various national sports federations. 
  8. Support and collaborate in any other activity that is of interest for both Signatories

III

The Signatories may undertake the following forms of sports cooperation.

     
  1. Exchanges of specialists, technicians and experts, etc. with the purpose of mutual training and the sharing of expertise. 
  2. Participation in Courses, Seminars, Symposia and Congresses organized in each country in those specialities that are of common interest. 
  3. Collaboration in the training of personnel for technical, professional and administrative functions in sports areas 
  4. Participation of sports delegations from either country in competitions and/or training activities organized in Spain and in the Philippines, respectively.

IV

For the purposes of carrying out the cooperative activities foreseen under the present Programme, the following financial terms and conditions will be generally applicable:

     
  1. Return international transport expenses between one country and the other, to the International Airport closest to the venue where the activity is to be held, will be for the account of the Signatory sending the delegation.
  2.  
  3. The expenses for accommodation, board, maintenance and transportation within the territory of the host country, any necessary medical services, and any other activities that may be scheduled will be for the account of the Signatory receiving the delegation.
  4.  
  5. In those cases not specifically foreseen in the present Programme, other bilateral financial terms and conditions may be applied and shall be agreed in advance by both Signatories.

V

For the purposes of developing the activities in this Programme, annual calendars will be drawn up listing the specific activities to be carried out during the period between January 1 st and December 31 st each year.

To this end and during the last quarter of each year, both Signatories will exchange in writing their proposed cooperation activities for the following year and agreement will be reached on the procedures for the final drafting and signing of the Calendar.

VI

This Programme will take effect upon signing. It will remain in effect for one (1) year, and will automatically be extended unless either of the Signatories expresses, three months prior to the date of its termination, an interest in a new Programme on different terms and conditions.
