MEMORANDUM OF UNDERSTANDING BETWEEN THE PHILIPPINE SPORTS COMMISSION OF THE REPUBLIC OF THE PHILIPPINES AND THE MINISTRY OF SPORT OF THE FEDERATIVE REPUBLIC OF BRAZIL ON SPORTS COOPERATION

The Philippine Sports Commission of the Republic of the Philippines and the Ministry of Sports of the Federative Republic of Brazil (hereinafter called "the Participants")

Desirous of developing relations in the field of sports and physical education by taking into account that both of these activities constitute a solid foundation for the strengthening of friendly relationships and mutual understanding;

Emphasizing their interest in establishing contacts for sports cooperation and their shared desire to collaborate in the maintenance of fundamental sporting principles such as that included in the Olympic Charter: "Every individual must have the possibility of practicing sport, without discrimination of any kind and in the Olympic spirit, which requires mutual understanding with a spirit of friendship, solidarity and fair play" and "The goal of the Olympic Movement is to contribute to building a peaceful and better world by educating youth through sport practiced in accordance with Olympism and its value".

1. Institutional cooperation;

2. The field of science and technology applied to sports;

3. Medicine for sports practitioner;

4. The struggle against doping;

5. The sponsorship and patronage of sports;

6. The organization of sporting events;

7. The training of sports specialists and administrators;

8. Sports for people with disabilities;

9. The protection of young practitioners of sports;

10. Women in sports;

11. Sports for the elderly;

12. Social inclusion through sports; and

13. Other areas considered appropriate by the Participants.

II

With a view to meet the objectives of this Memorandum the Participants agree to:

1. Collect Information and exchange points of view through consultation on questions of mutual interest;

2. Provide information of the experience obtained in the provision of sports facilities, planning and building of sports installations;

3. Exchange information, though periodical and other publications, related with sports issues of common interest;

4. Provide information on Seminar, Congresses and other meetings;

5. Share expertise in the realm of sports planning, sports legislation, medicine for sports participants, control of doping, etc;

6. Support activities related with sports for all, municipal sport, etc;

7. Support the interchange of activities though national sports federations;

8. Support and collaborate in any other activity that is of interest for both Participants.

III

The Participants may undertake the following forms of sports competition:

1. Exchanges of specialists, technicians and experts, etc., with the purpose of mutual training and the sharing of expertise;

2. Participation in Courses, Seminars, Symposia and Congresses organized in each country in those specialties that are of common interest;

3. Collaboration in the training of personnel for technical, professional and administrative functions in sports areas; and

4. Participation of sports delegations from either country in competitions and/or training activities organized in Brazil and in the Philippines, respectively.

IV

The Participants agree that activities under this Memorandum of Understanding will be decided based upon the existing financial conditions, in accordance with the applicable domestic legislation. Each individual event will be negotiated on a case by case basis by both sides through diplomatic channels.

V

If deemed necessary the Participants will hold meetings, in Brazil or in the Philippines, to evaluate results of the implementation of this Memorandum of Understanding, to develop specific programs and to discuss major issues related to the development of sports and physical activities in their countries.

The implementation of this instrument will not impair the execution of any other bilateral instrument on Sports between the Republic of the Philippines and the Federative Republic of Brazil.

VI

This Memorandum of Understanding will come into effect on the date of its signature and will remain effective for a period of three years. On the date of its expiry it will be automatically renewed for successive periods of the same length.

VII

This Memorandum of Understanding may be terminated by either Party, giving six (6) months written notice of its intention to terminate it.

VIII

Any disputes about the interpretation or application of this Memorandum of Understanding will be resolved by consultations between the Participants, through diplomatic channels.

Done in Brasilia, on this March 22nd 2013, in Portuguese and English, both texts being equally authentic.
