MEMORANDUM OF UNDERSTANDING ON TOURISM COOPERATION BETWEEN THE GOVERNMENT OF THE REPUBLIC OF THE PHILIPPINES AND THE GOVERNMENT OF THE ARAB REPUBLIC OF EGYPT

The Government of the Republic of the Philippines and the Government of the Arab Republic of Egypt (hereinafter referred to as the "Parties");

Desiring to strengthen friendly relations between both countries and to promote mutual understanding between their people;

Acknowledging the mutual benefits to be derived by both countries through the promotion of their common interests and greater cooperation in the area of tourism;

Recognizing the importance of tourism. in enhancement of knowledge and understanding between their people and as an essential element for economic development of their countries;

Have decided to conclude this Memorandum of Understanding as follows:

ARTICLE 1

The Parties will encourage, promote and develop cooperation in the field of tourism on the basis of reciprocity and mutual benefit, subject to the laws and regulations of their respective countries.

ARTICLE 2

The Parties will provide support for each other in tourism promotion activities and will undertake joint promotion in mutually agreed international tourist markets to realize a beneficial flow of tourists to the Philippines and Egypt. Such joint promotion will include collaboration on advertising of tour package, distribution and exchange of brochures and other related materials.

The Parties will exchange tourism information materials, personnel and professional experts on tourism promotion and marketing, development and services planning, statistics, manpower and skills training, and other related activities.

The Parties will exchange information on legislations and regulations governing the tourism professions in both countries, including those related to hotels and tourism villages classification, tourism institutions and professional associations as well as quality control systems in the field of tourism and hotels.

The Parties will exchange information and experiences in the fields of hotel and tourism training through cooperation between organizations working in the field of tourism and hotel industry.

ARTICLE 3

The Parties will cooperate in the organization of meetings, incentives, conventions and exhibitions through the exchange of tourism agenda, presentation of tourism films in their respective countries and public meetings aimed at advertising and promoting the package tour offered by tourism related establishments in both countries,

The competent authorities that will implement the provisions of this Agreement are:

a) For the Government of the Republic of the Philippines, the Department of Tourism; and

b) For the Government of the Arab Republic of Egypt, the Ministry of Tourism.

ARTICLE 4

The Parties will establish a Joint Tourism Committee (JTC) to be composed of equal number of members from the Competent Authorities of the Parties.

The JTC will discuss and assess the implementation of this Memorandum of Understanding and agree and execute the appropriate protocols. The Parties may invite representatives from the private sector of both countries to attend the Joint Committee meetings.

ARTICLE 5

Any dispute arising from the interpretation or implementation of the provisions of this Memorandum of Understanding will be settled by consultation or negotiation through diplomatic channels between the Parties.

ARTICLE 6

This Memorandum of Understanding will come into effect on the date of later written notification by the Parties, through diplomatic channels, indicating that the requirements for its entry into force have been complied with and will remain in effect for a period of five (5) years and will be automatically renewed for similar periods.

Either Party may terminate this Memorandum of Understanding by giving a written notice through diplomatic channels of its intention to terminate the same six (6) months prior to its expiration.

The termination of this Memorandum will not affect the implementation of the programme and projects agreed upon during its validity period unless otherwise agreed by the Parties.

Signed in Cairo, Egypt on 18 May 2014, in two original texts in the English and Arabic languages, both texts being equally authentic. In case of divergence of interpretation, the English text will prevail.
